Job Title:Human Resource Manager
Job Roles:
1. Provide overall guidance and leadership to the RCQHC on issues of Human Resource
2. Coordinate the review of current staffing arrangements at the RCQHC, positively communicate and implement revised structural arrangements
3. Ensure the internal communication, understanding and adherence to employment policies, benefits,
institutional values & rules; code of conduct.
4. Use coaching & mentoring approaches to strengthen internal human resource functions
5. Support management to define competency framework & performance management system
6. Provide guidance and standards on grievance & disciplinary management procedures
7. Work with the finance & management team on staff salaries & benefits & reviews
8. Oversee legal requirements of contracts, personnel insurance
9. Coordination of the development, review & sign off of HR Strategy & Key Policies
10. Contribute to RCQHC strategic planning, & otherduties as assigned by the supervisor Competencies:
Preferred Skills:
Applicants must be holders of aBachelors Degree in Social Sciences, Administration, or relevant health related field. Post graduate qualification in HR management, administration, health service management, human resource for health or other related fields as basic requirements. At least 5-years professional experience in human resource/systems management; within the health sector or tertiaryinstitutions or commercial business sector would be an advantage. Good leadership and management skills with a good understanding, and experience in developing, communicating and implementing of HR policies, manuals, performance management systems, institutional competency frameworks. Knowledge and understanding of human resource function within complex institutions, relevant. Applicants must be capable of communicating in a credible and effective way in written & spoken English;
Knowledge of regional languages like Kiswahili would be of advantage.
Computer skills: Proficiency in Internet, webbased operations, current software applications and
understanding of Ugandan Public Sector workplace statutes a requirement. Ability to move forward in a
changing environment, cross-cultural awareness, high level of personal integrity, results oriented, flexible, innovative, good interpersonal skills, understanding of diversity is essential. Self management, self drive networking & team work; Capacity builder, mentor & role model for team mates. The role might necessitate travel at limited notice. Terms: The appointment will initially be for 1 year, with possible renewal subject to satisfactory performance and
availability of funds. A three-month probation period will
be lifted upon satisfactory performance. Attractive and
