JOB DESCRIPTION:
WCC's Country Director will be based in Gulu with some travel to Kampala, Kitgum, Pader, Lira, and Amuru, as required. S/he will report to WCC's Program Manger in Toronto. The Country Director will work in close partnership with WCC's international partners, local partner(s) and the local communities in order to implement this project. The Country Director bears overall program responsibility of the country program.
The Country Director ensures that the overall country strategy is in place and that programs/projects are consistent with the War Child Canada strategy. The Country Director ensures that the program is effectively implemented, monitored and evaluated; he/she ensures and leads capacity building of local partners to establish sustainability of the program; and he/she manages all WCC staff. The Country Director is responsible for all control of funds, budgets, donor relations, reporting (both financial and narrative).
KEY RESPONSIBILITIES
Realization of War Child Canada's country program

  • Final and overall responsibility for the country program;
  • Develop and update the country strategy, in close collaboration with the Director of International Programs and other relevant WCC staff;
  • Develop new projects and funding proposals;
  • Develop tools and formats for planning, monitoring and evaluation, and support partner organisations in application of these tools;
  • Monitor and evaluate the country program's implementation;
  • Ensure that appropriate local implementing partners are identified, assessed and that the capacity building of local partners takes place;
  • Responsible for the oversight of all WCC staff in Haiti;
  • Produce annual plans and reports;
  • Actively look to expand program;
  • Overall responsibility for budget and financial management of project and successful implementation of country programs;
Capacity building staff & local partners
  • Assesses training and capacity building needs of local partners;
  • Ensures adequate means are organized, (e.g. trainings) to meet identified needs of local partners;
  • Evaluates the effect of the trainings and other support (follow-up) and ensures ongoing training to meet identified capacity building needs.
  • Assesses the capacities of staff and where necessary arranges for professional development.
  • Conducts annual performance evaluations of all staff.
  • Recruits local staff as necessary, in consultation with HQ
Maintain network of contacts/ representation
  • Ensure appropriate communications, information exchange and sharing with local partners and with headquarters;
  • Share project 'lessons learned', support communication activities, field visits, etc;
  • Develop and maintain productive relationships with local and national governments, other agencies, donors and media;
  • Represent WCC at coordination and cluster meetings, and with local government, donors, UN and other NGOs.
Fundraising
  • Final and direct responsibility for in-country fundraising with institutional donors;
  • Actively develop and maintain donor relations;
  • Ensure that proposals and reports for (institutional) donors are written according to the requirements of the donor;
  • Ensure effective management, implementation, monitoring, reporting and evaluation of funded proposals.
Security Management
  • Final and direct responsibility for security management;
  • Maintain internal and external contacts with relevant parties and authorities related to security in order to be well informed about security developments at all times;
  • Monitor the security context of the country to manage and mitigate security risks;
  • Develop / regularly update and implement War Child Canada's Country Security Plan.
Logistics Management
  • Final responsibility for office and staff management and logistics, including reporting to HQ.
Finance Management
  • Final in-country financial management responsibility, including reporting to headquarters;
  • Maintain efficient financial controls (of cash flows, local payments, etc), accountability standards, procedures and records;
  • Prepare budget and monitor budget-spending; take appropriate action concerning budget/spending deficiencies or surpluses.
Any other duties as required by the Program Manager, International Programs.
QUALIFICATIONS AND SKILLS
Knowledge
  • Relevant academic background (For example, Masters degree or equivalent experience in International Development, Community Development, Social Sciences, International Relations, etc.)
  • Demonstrable knowledge and experience of gender and diversity issues.
  • Knowledge of the region and an awareness of local culture highly desirable.
Experience
  • Minimum of 5 years experience in project development, implementation, coordination and management, preferably with projects in conflict and post affected areas.
  • Knowledge of M/E of SGBV programs and/or Child rights a plus.
  • Experience working with and through, local partners. Specific experience in monitoring and evaluation of gender issues, and legal protection issues an asset
  • Demonstrated track record in financial management and HR management, including mentoring of national and international staff;
  • Previous experience in Uganda an asset.
Skills
  • Program Management skills including familiarity with logframes, indicators, and workplans;
  • Team Management skills and experience, including personnel supervision, evaluation, and staff recruitment;
  • Detail oriented with strong organizational and leadership skills;
  • Effective time-management skills with the ability to multi-task and manage multiple time-sensitive priorities;
  • Well-developed analytical and strategic planning skills;
  • High level of interpersonal skills;
  • Ability to manage finances, logistics, and operations;
  • Strong advisory skills to deliver clear and well-considered advice;
  • Strong writing skills to be able to write strategy, proposals, budgets and reports;
  • Capability to decide on operational, logistical and strategic issues;
  • Able to assess social/political situations and act diplomatically in delicate situations;
  • Capacity building and training skills;
  • Computer skills: MS Office (esp. Word and Excel) and internet applications.
