Job Title: Project Finance Officer (1)
This key position will support a complex project that provides training and technical assistance in a range of subject areas, in multiple districts (including those that are remote and hard-to-reach). The Project Finance Officer must have excellent financial analysis and financial management skills—and will be required to participate in all aspects of financial planning and management for the project.
Key Responsibilities:
Leading development, implementation and on-going improvement of project financial systems—to support a complex project with multiple streams of activity
Ensuring the project’s strict adherence to the financial and operational guidelines of one or more project funders
Ensuring strict adherence to IDI financial and administrative regulations and practices
Working with all levels of the project’s management to continually improve cost effectiveness in the implementation of activities
Rapidly developing complex, accurate budgets for project activities
Developing project procurement plans; plans outlining anticipated expenditures (both cash and non-cash); and other ad-hoc financial planning documents on a monthly basis
Managing all project financial transactions and rigorously developing financial documentation
Continually checking expenditures against budgets; highlighting and following up on situations where expenditure has exceeded what was expected
Ensuring that the project management team understands clearly how project resources are being used in support of delivery of project activities; why activities cost what they do; and what options might exist for reducing costs in any given situation
Managing the financial aspects of project sub-contracts
A range of other financial duties, as assigned
Qualifications and Desired Experience:
A minimum of a Bachelor’s degree in Finance, Accounting, Business or a related area; a related post-graduate qualification is an added advantage
At least 3 years of experience in a finance position at a reputable organization with a clean financial record
Familiarity with Navision or a similar electronic financial management/accounting package
Proven skills in a diverse range of areas related to financial management; outstanding budgeting skills are essential; experience with financial planning/forecasting is an added advantage
Outstanding references and a proven record of honesty and transparency
