Job Title: Project Operations Manager (1)
This key position will support a complex project that provides training and technical assistance in a range of subject areas, in multiple districts (including those that are remote and hard-to-reach). The Project Operations Manager must have excellent management skills and the ability to manage a complex range of activities and demands. In addition, this person must be able to effectively influence and/or direct the activities of a diverse, multi-disciplinary group of staff and external stakeholders who have no reporting relationship to this position.
Key Responsibilities:
Overall responsibility for ensuring the smooth operation of project training and technical assistance activities, both in Kampala and throughout Uganda (including in remote and hard-to-reach areas)
Supporting the project’s management team in the process of taking things from strategy/concept to effective implementation—through developing and managing implementation of the project’s master activity plan
Forecasting demand for project technical assistance services, and developing schedules, programmes, and other tools to refl ect how the project will meet demand
Ensuring excellent quality in the delivery of the project’s diverse training and technical assistance activities
Coordinating the logistical aspects of all project training and capacity building activities
Supporting the project’s management team in the process of liaising with the highest levels of management at partner facilities, to ensure full preparation for capacity building activities
Responsibility for ensuring that all necessary equipment and resource materials are available to project training/technical assistance teams, in advance of training/capacity building activities
Managing the relationship with project transport providers to ensure that vehicles are safe and are being used in the most efficient way possible
Managing sub-contracts and overseeing those sub-contracted to deliver aspects of the project; ensuring the quality and timely delivery of services that have been sub-contracted
Assessing the viability of a range of innovative methods for delivering content to health workers, and identifying the operational issues around implementation
Developing sound, transparent policies and procedures for a diverse range of project activities
Identifying areas of potential risk for staff members taking part in project activities, and establishing plans to mitigate risk
Overseeing a range of other administrative needs for the project; liaising with corporate departments to ensure efficient, cost-effective support to the project
Qualifications and Desired Experience:
Bachelor’s Degree required; a qualification in a health-related field is an added advantage
At least fi ve years of project management experience, including direct responsibility for the planning and management of complex donor-funded projects
Outstanding skills and experience related to work planning, forecasting, and other planning and management tools
Strong experience with the administrative aspects of project delivery—including transport, IT, facilities, equipment and supplies
Experience developing administrative management systems, policies and procedures is essential
Experiencing managing sub-contracts in a range of areas
Experience with strategic planning, risk management and financial planning and forecasting is an added advantage
Well developed interpersonal skills, and the ability to work effectively with a wide range of stakeholders
Strong computer skills including in Word, Excel,
Power Point, and Microsoft Project or other project management software
