MSH is seeking candidates for a potential program in Uganda that will aim to improve access to healthcare for the vulnerable communities in the Acholi sub-region of the country. This will be accomplished by implementing a component of DFID Uganda’s Post Conflict Development Programme (PCDP) in Northern Uganda. The component comprises four outputs: improved availability of essential medicines in both Government of Uganda (GoU) and Private Not-for-Profit (PNFP) health facilities; reduction and targeted removal of user fees at the point of delivery in PNFP providers; improved independent and GoU monitoring and analysis of the quality of PNFP provision; and evidence-based advocacy to increase the effectiveness of ongoing GoU support for PNFP facilities. The following position is subject to project award.



In collaboration with the Director of Finance & Administration, the Contracts and Grants Manager participates in evaluating grant proposals and budgets and assists applicants in refining them. The Manager monitors, on an on-going basis, the performance of grantees or contractors with respect to the activities, reporting deliverables, and milestones agreed upon in their funding proposal. The Manager works closely with administrative staff and technical advisors to facilitate the capacity-building of the grant recipients.



The Contracts and Grants Manager develops or adapts and implements procedures and templates to be used for formulating, negotiating, executing, monitoring and closing grants according to DFID regulations. S/he designs/revises mechanisms to solicit applications, award grants, negotiate terms of reference, and monitor and report on financial activities as appropriate. The Manager conducts educational and training workshops on proposal preparation and/or financial monitoring, as necessary. S/he documents the process by which NGOs and public institutions are selected for awards, and notify applicants and other stakeholders of awards granted and ensures that such activities are in accordance with DFID and MSH guidelines. The Manager assists NGOs with monitoring progress, tracking expenses and preparing financial reports. S/he develops mechanisms for making payments and monitoring/reporting financial performance, in accordance with USAID guidelines and those established in the agreement or contract. S/he administers the grants according to criteria and guidelines set forth by DFID, stated in the award and MSH Grants Management Program Manual and guidelines.



S/he also develops and monitors the project’s budgets.

Qualifications
•Minimum of Master’s degree in Business Administration, Finance, Accounting, or related field.
•Significant years experience in contracts and grants management, DFID experience preferred.
•Demonstrated experience developing and managing large budgets.
•Excellent planning, management, and organizational skills. Skilled in organizing resources and establishing priorities.
•Strong leadership, analytical, and organizational skills. Demonstrated ability to work both independently and within a team.
•Demonstrated skill in quickly assessing priorities and opportunities and managing a variety of activities with attention to detail.
•Experience providing training and capacity building and providing technical assistance to NGOs and other grantees
•Excellent interpersonal skills and ability to interact professionally with donor, project stakeholders, in-country collaborators, and staff at all levels of the organization.
•Strong MS Office skills, including Excel.
•Excellent written and oral presentation skills in English.
•Ability and willingness to travel within Uganda.
