Job Title: Director of Finance and Administration

MSH is seeking candidates for a potential program in Uganda that will aim to improve access to healthcare for the vulnerable communities in the Acholi sub-region of the country. This will be accomplished by implementing a component of DFID Uganda’s Post Conflict Development Programme (PCDP) in Northern Uganda. The component comprises four outputs: improved availability of essential medicines in both Government of Uganda (GoU) and Private Not-for-Profit (PNFP) health facilities; reduction and targeted removal of user fees at the point of delivery in PNFP providers; improved independent and GoU monitoring and analysis of the quality of PNFP provision; and evidence-based advocacy to increase the effectiveness of ongoing GoU support for PNFP facilities. The following position is subject to project award.
The Director of Finance & Administration will provide management support and oversight in the implementation of program activities. The Director of Finance & Administration is responsible for overseeing areas/functions to include finance, human resources, information technology, and procurement functions support the timely and effective implementation of the Project’s technical scope of work. With the COP, s/he ensures that resources are allocated and used in compliance with contractual requirements, applicable regulations, and appropriate standards and procedures.
The Director of Finance & Administration plays a representational role with partners and stakeholders as well as with clients and suppliers in relations to areas under his/her direction. In concert with the COP s/he liaises with local partners and with MSH’s headquarters regarding any aspects of project implementation related to finance and Operations. S/he ensures compliance with local employment laws and donor regulations, and coordinates the performance planning review and development process throughout the Project. He or she establishes and adheres to project Procurement Integrity standards in all activities and is responsible for raising the awareness of staff regarding procurement integrity regulations. S/he leads and directs the in-country Fin/Ops team.
Qualifications
•A bachelor’s degree in business administration, organizational management, or a related field.
•Significant years of experience in a similar role in the public or private sector in Uganda.
•Knowledge of and experience in public health and/or international development are desirable.
•Experience with performance-based contracts preferred.
• Demonstrated knowledge, skills, and/or experiences in accounting, financial planning and management, and procurement, among other management support areas/functions, as required.
•Excellent planning, management, and organizational skills. Skilled in organizing resources and establishing priorities.
•Strong leadership, analytical, and organizational skills. Demonstrated ability to work both independently and within a team. Demonstrated skill in quickly assessing priorities and opportunities and managing a variety of activities with attention to detail.
•Demonstrated experiences in managing a contract; and manage sub-grants under a contract.
•Excellent interpersonal skills and ability to interact professionally with donor, project stakeholders, in-country collaborators, and staff at all levels of the organization.
•Strong MS Office skills, including Excel.
•Extensive knowledge of DFID processes and procedures strongly desired.
•Ability and willingness to travel within Uganda.
•Fluency in English required.
