Job Title: Drug Procurement Advisor

Overall Responsibilities


MSH is seeking candidates for a potential program in Uganda that will aim to improve access to healthcare for the vulnerable communities in the Acholi sub-region of the country. This will be accomplished by implementing a component of DFID Uganda’s Post Conflict Development Programme (PCDP) in Northern Uganda. The component comprises four outputs: improved availability of essential medicines in both Government of Uganda (GoU) and Private Not-for-Profit (PNFP) health facilities; reduction and targeted removal of user fees at the point of delivery in PNFP providers; improved independent and GoU monitoring and analysis of the quality of PNFP provision; and evidence-based advocacy to increase the effectiveness of ongoing GoU support for PNFP facilities. The following position is subject to project award.



The Drug Procurement Advisor (DPA) will provide expertise and technical knowledge to the program in procurement and related methods and systems for essential health commodities, emphasizing efficiency, cost-effectiveness, solid procurement planning, and simple but effective information and operational systems, in order to assist in rapidly building and managing a state-of-the-art procurement methods and systems. S/he will assist with the establishment of procurement methods and in order streamline procedures and systems, and build capacity for the future flow of essential health commodities. The DPA will develop and implement interventions to address weaknesses in current systems and procedures for procurement, e.g., through institutional capacity-building activities. S/he will oversee the procurement and EMHS pre-order list procedure for health facilities in the Acholi region.

Qualifications
•Advanced university degree required in pharmacy, pharmaceutical industry, procurement, health management, business, or supply chain management.
•Extensive international public sector procurement and supply management experience related to the health sector (pharmaceuticals and non-pharmaceutical medical supplies) and other funding mechanisms emphasizing donor coordination/harmonization.
•Experience with DFID or other foreign donor project
•Experience and full understanding of project management disciplines, consistent with results-based management principles, including business process management, and development of appropriate performance measurement and monitoring systems.
•Excellent organizational, oral and written communication skills; demonstrated ability in producing lucid technical and/or business reports.
•Proven ability to function independently and within multi-disciplinary and multi-cultural team contexts (leadership and non-leadership positions).
•Demonstrated skills in general purpose software such as MSWord , Excel, Powerpoint, Access, etc.
•Ability and willingness to travel within Uganda
•Demonstrated success as a technical advisor in a public health and/or international development project, preferably in Uganda and/or East Africa.
•Fluency in English required.
