Statement of Work: Program Director
Basic Function of Position
The Program Director is responsible for the development and maintenance of FCDE’s first Uganda program site, which will provide strategic support to a network of local partner organizations. The basic responsibilities of the position include the initiation and fiscal and programmatic management of the program. The position works under the supervision of the International Program Director and is considered a management position.
Major Duties and Responsibilities
A. Program Development and Maintenance (approx. 30% of the time)
• Develop and maintain relationships with 15 - 25 organizations and institutions for partnership with FCDE. These organizations work in the field of community-based, locally oriented, sustainable development in one or more of FCDE’s focal sectors.
• Maintain and communicate knowledge of these partner programs and initiatives, providing consistent communication and reinforcing appropriate development projects and approaches.
• Create community relationships to foster awareness and understanding of FCDE’s community-driven approach and work to motivate network collaboration.
• Provide ongoing trainings, consulting (one-on-one or small group), as well as site visits to support the development and ongoing success of our partner organizations’ programmatic activities and the ultimate achievement of each partner’s program objectives.
B. Program Management (approx. 20% of the time)
• Provide personnel management for the site including the hiring/terminating of staff, providing assessments, work plans and personnel reviews for staff and appropriate contractors.
• Administrate the Grants Program, monitor grant projects and implement Grants Program activities.
• Ensure the registration of the new FCDE site as a Ugandan NGO and provide appropriate reporting to maintain the registration.
• Establish and manage the program site office.
• Manage and maintain the program budget.
• Liaise with appropriate government, community and NGO personnel to ensure the smooth and efficient running and support for FCDE programs.
C. Local Partner Capacity Building & Training (approx. 30% of the time)
• Establish and document baseline organizational assessments and maintain ongoing tracking of partner organizational capacity development.
• Develop materials and trainings to help partners build their skills and capacity to carry out their programmatic activities successfully, strengthen the efficacy of their programs, and enhance organizational development.
• Support the development and the implementation of work plans for each partner organization.
• Provide networking and resource sharing opportunities to support collaboration among partners.
• Support FCDE fundraising efforts through speaking with relevant funding bodies, supporting potential ‘funder tours’ and any other related activities.
D. Program, Monitoring and Evaluation (approximately 10% of the time)
• In conjunction with the International Program Director, develop a strategy for achieving FCDE objectives in the community, including establishing indicators and implementation plans with monitoring and evaluation reporting to FCDE headquarters.
• Monitor partner organization, intern, and host family progress and provide guidance/ capacity building tools as needed to facilitate successful performance and adherence to the FCDE approach.
• Provide regular reports to FCDE headquarters in a timely manner, to evaluate and make recommendations regarding performance of program, local partners, staff, and interns.
E. Represent FCDE to Local and International Funding Agencies and Partners (5% of the time)
• Work to develop or deepen relationships with organizations that can provide funding or strategic partnerships that help further the work of FCDE.
• Represent FCDE at conferences, speaking engagements or other appropriate venues to advance the awareness and work of FCDE.
• Act on FCDE’s behalf in meetings with local supporters and funders.
F. Intern Management & Support (in the future – will determine at time of implementation)
• Develop, oversee, and evaluate orientation, training sessions, and materials for interns, host organizations/families.
• In collaboration with the Program Coordinator and International Program Director, evaluate the qualifications of interns, place them with fitting organizations and programs, and work to adapt approaches to increase their learning and professional capabilities.
• Direct and manage all interns’ program lifecycle activities (orientation, educational workshops, midterm retreat, end of internship activities, etc.) so that they are successfully implemented.
• Prepare partner organizations for placement of interns; ensuring that the organization complies with contractual stipulations to promote fulfillment of intern program requirements.
• Prepare host families for intern placements by ensuring host families meet criteria and are aware of key cross-cultural integration issues to ensure a safe and successful home-stay.
• Facilitate meetings between the intern and the partner organization supervisor to review project objectives and scope, address issues, and monitor/evaluate performance.
• Travel regularly throughout the program area to establish and maintain working relationships with partner organizations and host families, and to visit interns at their sites for project and personal monitoring.
G. Other Duties and Activities (not to exceed 5% of the time)
• Perform other related duties as assigned by the International Program Director.
Expected Outcomes:
• At least 75% of new local partner organizations have completed the institutional self-assessment tool used by FCDE within six months of partnership.
• At least four site visits to local partner organizations are made each year where technical training or group education occurs.
• The new site will have 12 partner organizations committed to work with FCDE within 6 months of site establishment.
• Registration of FCDE’s Ugandan site will be completed within six months of PD hire.
• At least four broad categories of easily monitored outcomes and/or outputs are identified and tracked by at least 75% of partner organizations within first year of program establishment.
• At least four group workshops with a minimum of 50% of local partner organizations are carried out each year.
Supervision & Guidance
The Program Director reports directly to the International Program Director. Performance evaluation is based upon successfully meeting the criteria and objectives established in the performance plan. Evaluation of the position will be provided on a bi-annual basis.
Desired Qualifications
• Education: Bachelor's degree in organizational development, social studies, community development, economics, public administration, or related field. Graduate degree in related field strongly preferred. AND/OR: Prior Work Experience: At least five years experience in public administration, NGO development, community or organizational development, international development experience or in related fields.
• Post-entry Training: On the job training focused on understanding FCDE’s philosophy, regulations, and procedures.
• Language Proficiency: Advanced spoken and written skills in both English and the relevant local language(s).
• Skills and Abilities:
o Ability to represent FCDE effectively with a wide range of individuals: i.e., local officials and community members, different levels of government officials, international agency personnel, etc. Ability to develop ongoing relationships with key stakeholders including grantors, local community partners, and interns.
o Demonstrated ability to exercise good judgment under often complex and stressful conditions.
o Proven supervisory skills and ability to successfully motivate and lead a team.
o Strong interpersonal and teambuilding skills including effective and professional cross cultural communication and conflict management.
o Computer literacy in word processing and database management is required.
o Significant knowledge and ability to provide leadership in organizational operations, project and program management, staff supervision, strategic planning, and community development and training.
o Demonstrated ability to create and lead trainings and workshops.
o Strong financial planning, tracking, reporting and money management skills are essential.
Pay and benefits:
The pay range is USD $1,000 - $1,500 per month dependant on experience. This is a full time performance based annually renewable contract position. The position, based in Kasese, is open to Ugandan Nationals only.
