Organizational Background: International Lifeline Fund (ILF) is an innovative humanitarian development organization, dedicated to provide clean drinking water and fuel-efficient cooking techniques to habitants in Sub-Saharan Africa and Haiti. ILF embraces an entrepreneurial spirit, a bottom-up philosophy to development, and a flexible, low-cost operational approach. ILF's vision is a world, in which no one is forced to drink contaminated water or expose themselves, their families, and their environment to the harms associated with cooking on an open fire. ILF is a registered NGO in Uganda and has operations in Lira and Kampala. This position will oversee all program activities in-country and will report to ILF HQ in Washington DC.

Position summary
The Country Coordinator will be responsible for the overall coordination and performance of ILF Uganda, while overseeing and supporting the WASH (60%) and Environmental managers (40%) in their day-to-day operations. S/he will be running the main Office in Lira and be responsible for all personnel as well as effective management of ILFs funds and equipment in Uganda. S/he will also be acting as country representative in meetings, forums and during partner visits in country. ILF expects its Country Coordinator to adopt a collaborative management style, but to ultimately make necessary decisions, in the best interest of the organization.

Main duties are:

Organizational Strategy and Direction: Lead the successful implementation of the 2012-2013 Strategy and ensure organizational performance on benchmarks across all key performance areas in close collaboration with the Uganda team and ILF HQ.

External Relationship Management: Represent ILF in Uganda and host official visitors to the ILF programs. Lead the development and management of in-country relationships to help secure future funding and work with ILF HQ on grant proposals in support of the 2012-2013 Strategy.

Accountabilities and Compliance:
Take overall responsibility for fiscal position and management including:

    Ensure compliance with applicable in-country rules and regulations related to in-country staff and property (e.g., taxes, insurance, etc.), with documentation being provided to ILF HQ.
    Ensure individual projects are kept within budget and that program expenditure remains within the annual budget allocation.
    Work with in-house finance team to undertake quarterly financial reviews to monitor expenditure against budget, provide financial information to in-country staff and partners on project implementation, and ensure that overall project expenditure is on track.
    Work with the Logistical Officer to oversee the procurement of materials, equipment and other assets for the ILF office and program.
    Immediately report any financial irregularities to ILF HQ.

    Human Resource Management: lead human resource systems, staff development, and performance management while taking overall responsibility for operations and risk management including:
    Promote a learning environment among ILF's staff in Uganda.
    Develop the capacity of ILF's staff to document their experience for learning and advocacy purposes.
    Coordinate and manage the preparation of quarterly reports and accounts for ILF HQ.
    Coordinate the production of specific reports for fundraising purposes as and when requested by ILF HQ.

    Program Quality: lead and facilitate a continual learning and improvement process to ensure impact and sustainability of all ILF programs in Uganda.

    Skills and Qualifications:

    Required
    Degree in relevant field of study, or equivalent work experience
    Minimum of 6-8 years program experience with at least three years at senior level, including financial management and budgetary control, and direct line management of staff.
    At least three years of experience in development sector, INGO experience preferred
    Demonstrated record in building the capacity of staff teams to be effective and results-oriented.
    Fluent written and spoken English, knowledge of local languages a plus
    Excellent IT, interpersonal, written and verbal communication skills
    Significant experience in community-based water supply, sanitation and hygiene promotion projects.

    Preferred
    Significant experience in community based development projects
    Relationship building, including experience in developing relationships with government and donor agencies at a senior level.
    Experience in participative monitoring and evaluation approaches.
    Experience in research methodologies, documentation of best practice and advocacy programs.
    Experience in managing change.

    The successful candidate must possess a solid understanding of how NGOs operate in Africa, be results-oriented, have demonstrated management skills, be forward thinking and be able to supervise and support operations and programs through a collaborative and positive multi-cultural working environment.
