Job Title: Child and youth technical coordinator, Kampala with periodic travel to the field

The IRC in Uganda is actively seeking a dynamic Ugandan national who will provide leadership and direction in the development and scale up of the children and youth program, which is currently focused in Northern Uganda. IRC has more than 10 years of programming experience in Northern Uganda and Karamoja, including children protection that focused on keeping children in school and out of the worst forms of child labour . The current program focuses on (i) improving supply and demand of adolescent friendly health services (ii) youth livelihoods through apprenticeships and company agency model, and (iii) supporting young parents to improve their parenting skills. The incumbent will be a member of the senior leadership team and contribute at a high level to the future direction of Child and Youth Protection and Development (CYPD) program in particular and the IRC Uganda in general. The ideal candidate will have an established network of contacts with relevant government ministries, donors and NGOs.
Responsibilities
With support from the IRC CYPD technical unit play leadership role in finalizing of IRC Uganda's CYPD Sector Strategy.
Lead the design, drafting and implementation process of projects, including annual work plans, performance monitoring plans, evaluations and logical frameworks to inform ongoing implementation and new program design.
Contribute to identifying new funding opportunities and play a leadership role in developing high quality donor project proposals and budgets that are consistent with the overall IRC Uganda's children and youth sector strategy.
Provide ongoing technical advice, direct support and guidance to the CYPD teams in the field to effectively implement, monitor and evaluate program activities and ensure quality programming.
Ensure systematic budget management by regularly monitoring expenditures and making adjustments as necessary.
Assist in identifying and exploring opportunities for the professional development of program staff under your responsibility.
Liaise with donor representatives and national authorities in Uganda to keep them abreast of the project and developments.
Ensure close collaboration and coordination with the other IRC sectors to ensure cross-sector linkages and sound technical approaches in relation to the Country Program Strategic Plan.
Requirements
Advanced degree in education, social sciences or related field.
Minimum of four years experience working in Uganda at a senior level on projects dealing with child and youth programming, protection, and education or related fields.
Demonstrated experience in human resources, remote management, financial and operations management.
Strong writing and analytical skills.
Proven experience in project design, proposal development, report writing and conducting monitoring and evaluation.
Experience building capacity of local partners.
Willingness to travel up to 50% of the time to northern Uganda.
Fluency in English; Proficiency in Achoili, would be an advantage.
