Background

Introduction:

UNDP is providing financial and technical assistance to Government of Uganda towards improving policies and strategies for environment and natural resources management and climate risk management.  The aim of the support is to contribute to strengthening of national capacity for policy implementation through review and  or development of policies and strategies.  Policies and strategies of priority include:

    National environment management policy
    EIA guidelines and regulations to mainstream health and social issues (HIV) into capital projects
    National biomass strategy
    Strategies for electronic waste management
    Institutional coordination for ENR and climate risk management activities.

There are numerous development partners, Civil Society Organizations, NGOs and Governmental organizations involved in environment and natural resource management in Uganda. A cursory overview suggests that there are limited links between them and the risk of overlapping mandates and duplication is inevitable. These actors operate in a wide range of different political, cultural and historical contexts and have varying aspirations for coordination.

As part of strengthening institutional coordination in the ENR sector, Government is seeking services of a competent consultant to develop and produce a landscape of environment and natural resources actors and activities.

Duties and Responsibilities

Objective of assignment:

To understand what are the organizations, networks and interrelations between development partners, private sector, NGOs and Government organizations working in the  Environment and Natural Resource sector and the opportunities and challenges in supporting them to deliver improvements. Specifically:

    To build a broad picture of the development partners, NGOs, governmental organizations and networks working on issues of environment and natural resources and how they are evolving;
    To assess the extent of linkages and coordination, if any, between those organizations working within and across the ENR sector;
    To gather ideas on how ENR partners can best coordinate to deliver improvements in the sector;
    To map existing expertise by theme, geographical area, and type of activity;
    To identify gaps in ENR activities focus/presence of existing development partners;
    To identify the opportunities and challenges facing existing organizations and networks eg. Funding, political support, capacity - and their trajectory.

Scope:

This mapping exercise will focus on development partners, NGOS, and government organizations at national level mainly targeting areas on policies and strategies. The mapping will produce a broad picture of the presence of development partners, NGOS, CSOs and governmental organizations by theme, geographical area and type of activity rather than an exhaustively comprehensive one.

Methodology:

The consultant will carry out a  desk review of any existing or ongoing relevant mapping exercises and consult with NGOs, development partners and government agencies to obtain information on their past and current activities in the environment sector.  Based on the desk review and stakeholder consultations, the consultant will present findings to a national stakeholder validation workshop.

Tasks of the consultant include:

    Consult both core partners and subsequent stakeholders seeking information on
    • Who is involved (Institution, contact person with details)?
    • What is the institution’s commitment?
    • With whom is the institution collaborating or in conflict?
    The consultant will capture the information (stakeholder landscape) by means of a graphical survey as well as in ordinary report (narrative) style.
    Provide a framework for future and subsequent review of the documents.
    Present draft document to a national validation workshop.

Deliverables:

    Brief inception report (initial insights, feedback) on the progress and assumed final products, risk factors.
    Submission of final drafts (CD/DVD 5 copies; all reports 3 hard copy, one e-copy.
    Final reports (CD/DVD 5 copies; all reports 3 hard copy, one e-copy.

Reporting:

The consultant will  report to the Resident Representative of UNDP Uganda on all contractual obligations and to the Director, Environmental Affairs, Ministry of Water and Environment for the day-to-day execution of the tasks under this assignment.

UNDP-GOU Support to the consultant:

    Access to all past reports and data relevant to this assignment.
    Access to the UNDP Office and its infrastructure.
    Assistance to gain access to relevant stakeholders for discussions and to obtain information pertaining to the consultancy.
    Transport for visits to stakeholders in Kampala and its vicinity.

Payment Modalities:

Payment to the consultant will be made in three installments upon satisfactory completion of the following deliverables:

    20% of the contract amount upon submission of acceptable inception report  on the progress and assumed final products, risk factors.
    40% of contract amount upon submission of acceptable draft reports.
    40% of contract amount upon submission of final acceptable report.

Competencies

    Knowledge of networking and civil-society capacity building.
    Proven skills in drafting concise reports in English.

Required Skills and Experience

Education:

    Masters in relevant environment discipline.

Experience:

    At least 6 years experience of working within the ENR sector.
    Proven experience of coordinating ENR activities.

Language Requirements:

    Fluency and excellent comand of written and spoken English is a necessity.
