Background

The Government of Uganda launched a Peace Recovery and Development Plan (PRDP) which commenced implementation in July 2009 and now in a second phase running until June 2015. The main objective of PRDP-2 is to complete the post-conflict recovery process; to strengthen the foundation for development in Northern Uganda; and to narrow the gap between Northern Uganda and the national average level of all socio-economic indicators. In this context, and building on previous UNDP engagements in Northern Uganda, UNDP has designed a new project financed jointly by UNDP Uganda and New York to support the deepening of our initiatives in Northern Uganda that aim to enhance economic recovery peace building and lead to the long term socio-economic development of Northern Uganda.
Under the guidance and supervision of the Northern Uganda Programme Manager with overall reporting to Team Leader for Crisis Prevention and Recovery Unit (CPRU), the Program Analyst will contribute to UNDP’s programmatic work in the delivery of the Crisis Prevention and Recovery component with specific responsibilities in relation to access to justice, rule of law and human rights. The Program Analyst will be expected to support all project staff and sites in Northern Uganda.

Duties and Responsibilities
Contribute to effective delivery of the UNDP programme /projects portfolio with emphasis on access to justice, rule of law and human rights and ensuring quality control, and focusing on the achievement of  the following results:

    Regular analysis of the access to justice, rule of law and human rights landscape in order to contribute to programme and projects development:
    Application of  Results Based Management (RBM) tools, to the conceptualisation of programme and projects as well as the management and monitoring of the programme/project cycle results;
    Initiation of projects, entering projects into the country offices Management information system - ATLAS, finalization of contribution agreements; facilitation of mandatory project budget revision exercise, and  projects closures as applicable;Coordination of selected projects implementation with partners including implementing and responsible parties implementing access to Justice component;
    Monitoring and analysis of the progamme/project environment, timely reporting and advise on readjustment in portfolio;
    Financial and substantive monitoring and evaluation of projects, identification of operational and financial challenges and proposed solutions specifically on the access to Justice component; and
    Participate in facilitating audit of projects as applicable.

Develop strategic partnerships and implement resource mobilization strategies focusing on the achievement of the following results:

    Analysis and research information on UN agencies, government institutions, donors, Civil Society, private sector and other stakeholders in preparation of substantive briefs on possible areas of cooperation and identification of  opportunities for initiating new programme entry points;
    Active contributions to the overall Country Office effort in resource mobilization;
    Development of partnerships  with actors in the areas of acces to justice, rule of law and human rights - this should be based on the strategic goals of UNDP and the country’s needs and priorities.

Provide policy advice and guidance in the areas of access to justice rule, rule of law and human rights and facilitate knowledge management focusing on the following results:

    Identification and synthesis of best practices and lessons learnt;
    Substantive contribution to knowledge networks and communities of practice;
    Organization and facilitating knowledge sharing forums for the UNDP and project staff;
    Contribute to the preparation of high-quality communication products for programme/project implementation and, more broadly, to publicize the progress and performance of access to justice, rule of law and human rights related programme components.

Required Skills and Experience
Education:

    Minimum  Masters Degree in law, human rights/ law, international relations or other related fields;

Experience:

    At  least 2 years progressive  professional experience in the field of access to justice, Rule of Law and/or Human Rights involving the following:Programme design and project management;Advisory and knowledge management task; and Partnership building and coordination.

Language Requirements:

    Fluent in English both written and oral
