This position is contingent upon funding.


The International Rescue Committee (IRC) seeks an experienced Project Director to provide leadership for a proposed US Department of Labor (USDOL) funded program to help Ugandan youth develop the skills to secure decent work and to serve as civic leaders in their communities. The project will target vulnerable youth ages 15 to 18, promoting education and vocational training and decent work opportunities for those of appropriate work age. The project will also seek to enhance livelihoods for youth and their households, support civic engagement of youth, and encourage youth to take on leadership roles within their communities. This position is contingent on the IRC being awarded the cooperative agreement. 

Responsibilities
The Project Director will be responsible for overall project management, supervision, administration, and implementation of the requirements of the cooperative agreement. He/she will:

    Be responsible for the overall management, planning, and coordination of the project;
    Establish and maintain systems for project operations;
    Ensure that all cooperative agreement deadlines are met and that targets are achieved;
    Maintain working relationships with project stakeholders, including USDOL and government counterparts;
    Engage in coalition building and public-private partnerships promotion;
    Oversee the preparation and submission of technical and financial reports to USDOL;
    Actively participate in youth development and child labor-related implementation meetings and policy discussions;
    Manage project staff and monitor work of IRC partners.

Qualifications

    Master’s Degree or higher in development studies, economics, livelihoods, education or related fields.
    Experience in a leadership role implementing complex youth livelihoods development projects in East Africa.
    Minimum of five years experience in project management, supervision, administration, and implementation of cooperative agreement and/or contract requirements (including meeting deadlines, achieving targets, and overseeing the preparation and submission of required reports).
    Experience in sustainable livelihoods; workforce development; microenterprise development; improving educational quality and access; development of youth leadership or civic engagement programs; and monitoring and evaluation of youth specific projects.  Consideration will be given to candidates with additional years of experience working with officials of ministries of education, youth and/or labor.
    Knowledge of exploitive child labor issues, and experience in the development of transitional, formal, and/or non-formal vocational education and training of young people removed from exploitive child labor and/or victims of the worst forms of child labor.
    Experience managing USDOL-funded projects is preferred.
    Strong writing and editorial skills; be able to work under pressure; and possess strong interpersonal and intercultural skills that enable them to work well with a diverse team.
    Fluency in English is required.
