Main responsibilities Under the overall authority of the Assistant Director General for Culture, and the direct supervision of the
Director of UNESCO Office in Kabul, the incumbent will be responsible for the following duties and
responsibilities:
Plan, prepare, coordinate, implement, monitor, evaluate and report on operational and training projects for
the preservation of tangible and intangible heritage, World Heritage, the development of museums, as well
as capacity building financed under the Regular Programme and extrabudgetary funding in line with
UNESCOs administrative rules and regulations;
Develop co-operation with funding sources and a wide range of stakeholders, including governmental, UN
Agencies, IGOs and NGOs in the field of culture to enhance the execution of UNESCOs mandate in
Afghanistan
Develop and participate in coordination mechanisms with governmental and non-governmental stakeholders
in the delivery of UNESCOs culture programme and mandate in Afghanistan;
Draft official correspondence, reports, briefings, proposals and budgets in the course of project
development, management and implementation;
Represent the UNESCO Kabul Office in governmental, interministerial, and other stakeholder meetings in
support of the implementation of UNESCO Conventions to which Afghanistan is a State Party and in regard
to the development and implementation of Afghan Government cultural policy to safeguard and promote
cultural heritage ;
Represent the UNESCO Kabul Office in governmental and UN working groups in support of the
implementation of the Afghan National Development Strategy and the UNDAF in regard to cultural
development and provide policy advice to that aim.
Profile University degree (preferably at Master’s level) in cultural development, archaeology, architecture or art
history.
2 to 4 years of practical experience in the field of cultural development. 1 to 2 years of professional
experience acquired at international level would be an asset.
Experience in the implementation of cultural development programmes and/or projects;
Excellent coordination skills in dealing with governmental and non-governmental organizations and
stakeholders
Ability to maintain effective working relations within a multi-cultural environment and to work effectively in a
team environment to achieve organizational objectives with minimum supervision;
Good written and oral communication skills; proven ability to communicate technical information to a broad
audience, including institutional stakeholders;
Excellent knowledge of spoken and written English is essential. Working knowledge of French would be an
asset.
Conditions of
employment
UNESCO’s salaries are calculated in US dollars but mainly paid in local currency. They consist of a basic salary
and a post adjustment which reflects the cost of living in a particular duty station and exchange rates. For this
post, the annual remuneration in local currency will start from around USD 59,485 (USD 56,110 if without
dependants) for P-1, and from around USD 75,145 (USD 70,480 if without dependants) for P-2 grade, exempt
from income tax. In addition, UNESCO offers an attractive benefits package including 30 days annual vacation,
home travel, education grant for dependant children, pension plan and medical insurance. The initial
appointment, which is for 2 years, includes a probationary period of 12 months, and is renewable, subject to
satisfactory service. Worldwide mobility is required as staff members have to serve in other duty stations
according to UNESCO’s job rotation policy. UNESCO is a non-smoking Organization.
