Main
responsibilities
Under the overall authority and direct supervision of the Assistant Director-General for Education (ADG/ED), the incumbent will lead the Executive Office
(EO) and supervise the provision of the following integrated management services, in cooperation with the relevant central services, and provide advice and
assistance to ADG/ED in preparing management strategies for the Education Sector.
The incumbent will specifically:
– General management: (i) Provide strategic advice and decision-making support to ADG/ED with regard to the management of the Sector’s
programme, budget and staff, ensuring follow-up of the ADG/ED’s decisions; (ii) Lead the Executive Office, planning and distributing its assignments,
establishing internal procedures and making proposals for their improvement and monitoring, as well as evaluate staff performance and ensure their
continuous training and development.
– Supervision of monitoring and evaluation: (i) Supervise the Strategic Planning and Management Unit (EO/SPM) to ensure proper preparation of the
Sector’s contribution to the Medium-Term Strategy (C/4), the Programme and Budget (C/5), the reports of the Director-General to the governing bodies on
the activities of the Organization and other relevant General Conference and Executive Board documents; (ii) Assess the implementation of the Sector’s
programme and budget (regular and extrabudgetary), General Conference resolutions and Executive Board decisions; supervise the preparation of work
plans to ensure quality reporting thereon in liaison with the Sector’s divisions, other sectors and the relevant central services; and ensure coherence
between sectoral and field programming in liaison with the Bureau of Field Coordination (BFC) as regards human resources and budget support for field
offices; (iii) Supervise the preparation and implementation of the Sector’s evaluation plan, including participation in evaluations and audits initiated by the
Internal Oversight Service (IOS); (iv) Supervise the Section for Liaison with Institutes, Field Offices and External Partners (EO/IFE) to ensure the
integration of contributions provided by institutes, as well as regional and cluster offices, into the strategic planning process, and ensure appropriate liaison
and coordination with ED category 1 and category 2 institutes and centres.
– Financial and human resources administration: (i) Provide strategic advice to ADG/ED and monitor the efficient use of the Sector’s regular budget and
extrabudgetary funds, as well as supervise the Finance and Budget Administration Unit (EO/FBA) to ensure effective provision of budget and financial
services to the Divisions of the Sector and field offices in cooperation with the Bureau of Financial Management (BFM); (ii) Provide strategic advice on the
Sector’s staffing and supervise the Human Resources Unit (EO/HR) to ensure the management and administration of the Sector’s human resources,
including staff entitlements, post management, classification and recruitment in cooperation with the Bureau of Human Resources Management (HRM),
BFM and BFC.
– Information and knowledge management: Supervise the Knowledge Management Services Unit (EO/KMS) to ensure the provision of the Sector’s
publications, information and documentation in all appropriate formats, as well as knowledge creation and diffusion/sharing activities for internal and
external audiences.
Qualifications
and experience
Advanced university degree in education, management or relevant social science areas.
At least 15 years of relevant professional experience in education, both at the national and international levels, especially in the field of strategic planning,
preferably acquired in a United Nations system organization.
Excellent knowledge of the Organization, the General Conference and the Executive Board, including their methods of work, rules and procedures, as well
as knowledge of UNESCO’s Financial Regulations, Staff Regulations and Staff Rules.
Understanding of UNESCO’s strategic direction and familiarity with the substance of UNESCO’s scope would be an asset.
Candidates should also possess:
A broad general culture, sound analytic capacities and proven leadership and managerial skills.
Working knowledge with excellent drafting skills in one of the working languages (English or French). Knowledge of the second one is strongly desirable.
Language training will be mandatory in order to acquire the required level of the second working language in a reasonable timeframe.

Excellent communication and presentation skills, with strong representational abilities.
Conditions of
employment
The post is at grade D-1 common to the United Nations system, with a salary composed of base salary and post adjustment, which, at the present dollar
exchange rate, totals approximately US $157,289 (with dependants) or US $145,385 (without dependants) per annum, exempt from taxation. In
addition, UNESCO offers an attractive benefit package, including 30 days’ annual vacation, home travel, education grant for dependent children,
