Job Title: Commissioner for Insurance

 Reports to: The Commission (Board)

4. Purpose of the Job: The Chief Executive of the Uganda insurance Commission. Ensures that the Commission achieves its strategic objectives through the execution of the Commission’s strategic plan, manages the day-to-day operations of the Commission and provides the desired technical input in the policy making process, all in line with the Commission’s mission and vision.

5. Duration: Contract basis of 5 years (renewable)

6. Responsibilities:

    * Develop a strategic plan/s in line with the Commission’s vision and mission
    * Manage the implementation of the Commission’s strategies as well as the human, financial, information technology and other resources on a day-to-day basis
    * Play a key role in insurance and related policy research, policy formulation and implementation
    * With respect to financial management, draw up the annual Commission’s budget, control and monitor its implementation, invest the Commission’s resources and report accordingly, among others
    * Monitor and enforce the financial soundness of all the players in the insurance industry and contribute towards development of an efficient insurance market
    * Oversee and ensure strict compliance, by players in the insurance industry, with the provision of the Insurance Act and related Regulations.
    * Safeguard the rights of insurance policyholders and beneficiaries to insurance contracts and maintain sound insurance principles and practices in the conduct of insurance business in Uganda.
    * Devise strategies to ensure growth of the local industry, promotion of industry best practices and provide input into growth and harmonization of industry practices among EAC member countries.
    * Promote the image of the Commission, locally, regionally and internationally.
    * In relation to the Board, Ministry of Finance, Planning and Economic Development; and Ministry of Tourism, Trade and Industry, should:

   1. Keep the Ministry of Finance, Planning and Economic Development informed of the insurance business progress in Uganda and of the operations of the Commission.
   2. Keep the Ministry of Tourism, Trade and Industry informed on the operations of the COMESA Yellow Card Secretariat.
   3. Present annual and other reports that may be necessary from time to time to the Board, the Ministry of Finance and the public.

    * Ensure effective supervision, regulation and control of insurance business and formation of standards for its conduct.
    * Advise Government on adequate insurance protection of national assets and national properties.
    * Perform any other duties which may be assigned by the Commission Board from time to time.

7. Person Specifications

    * At least a University degree from a recognized Institution and professional qualifications in insurance (Minimum ACM); OR an advanced degree in Actuarial Science or any other related discipline.
    * Applicants should have working experience of at least 10 years, five (5) of which should be at top management level in a reputable insurance or insurance related organization.
    * Applicants should not be incumbents or have been for the last one year directors, employees or shareholders of any insurer, intermediary, loss assessor or loss adjuster in Uganda.

8. Personal attributes and competences

    * Considerable knowledge, experience and competence in the insurance industry and organisational management
    * Ability to lead a highly technical team,
    * Self motivated and results oriented
    * Team building skills
    * Excellent communication and public relations skills
    * High level of integrity.

9. Remuneration package
