Job Title: Procurement Specialist
Introduction
The government of Uganda received credit from the International Development Association(IDA) toward the cost of the lake Victoria Environmental Management Project(LVEMP). The government wishes to engage a procurement specialist for the project
Objective of the assignment
The objective of the assignment is to provide support to the PDU of the Ministry by Managing the procurement of goods, works and services under the LVEMP 11 project.
Reports to
The procurement specialist will report to the National Project Coordinator but work closely with the head PDU at the Ministry.
Responsibilities and tasks
coordinate procurement functions between the component Coordinators and the Procurement and disposal Unit on behalf of the Principle procurement officer.
In consultation with the component Managers, the procurement Specialist will prepare, review,adjust and monitor the implementation of the project procurement plan.
Ensure timely submission of all Project Procurement plans requiring review and approval by bank.
provide technical support and guidance to the different Ministry line departments, institutions, and Agencies in the preparation of the requirements and prepare bidding documents and request for proposals for acquisition of the goods, works and services.
coordinate the advertisements, issue and receipt of the bids.
Key performance indicators
Preparing and submission to the world bank, the annual procurement plan of acceptable quality for the project with in three months of the new financial year.
Conducting all procurements with in accordance with the approved procurement plan.
Maintaining a complete document management system of all project procurement records
Duration of assignment
the assignment shall be for a period of one(1) year with a possibility of extension subject to continued need and satisfactory perfomance.
Qualification and Competence
the applicants must possess an honors' degree from a reputable and recognized university in commerce, Business Administration, Economics, Engineering, Law or any other related discipline.
Post graduate training/qualifications in procurement will be an added advantage.
The applicants must at least have five(5) years of relevant professional experience in procurement in a busy environment and knowledge of the world bank procurement guidelines.
Computer knowledge and skills a mandatory.
