Job Description
The Institute for Social Transformation (IST) is a non- profit organization established in Uganda in 2006 to promote use of the Training for Transformation (TfT) methodology in English speaking countries of Eastern Africa. Its main office is based in Ntinda, Plot 390 Kaduyu Close, Kiwatule. The Institute aims to develop:
• A new quality of community leadership in the 7 English speaking countries of Eastern Africa (Uganda, Somalia, Sudan, Ethiopia, Eritrea, Kenya and Tanzania and for specific purposes, Rwanda).
• The skills, insights and abilities of teams from NGOs and community organizations to empower local self-reliant community development efforts
• The confidence and skills of local programme leaders to work with and challenge their governments to ensure macro and micro-economic policies that are to the advantage of the marginalized.
The Policy Analyst shall provide policy guidance and training for national policy inputs as part of the vital work of the Institute for Social Transformation. The Policy Analyst advises the institution on the relevance and efficiency of national policy implementation as they affect the lives of ordinary people.
The Policy Analyst examines the policy making scenario and advises on best entry points for inputs by citizens.
Period: one year
MAIN DUTIES
a) Developing the institution framework for policy formulation, analysis and strategy;
b) Assist in the implementation of policy analysis/decision of the institution and develop the conceptual and methodological frameworks and detailed implementation plans for policy decisions emanating from the institutions to external/internal parties.
c) Contribute to the broader objectives of the institution and engage in guidance and training of activists in critical policy analysis and constructive contribution to policy formulation.
e) Based on research findings and sound analysis, contribute to regional/national policy discourse;
g) Perform other tasks assigned.
Requirement:
MINIMUM QUALIFICATION AND COMPETENCE
a) Minimum of Master’s degree by coursework & research in Public Policy, with a background in Economics, Sociology, Development Studies, or Statistics from a recognized University. Good writing and public speaking skills.
b) Recent graduates of doctoral degrees in any of the fields mentioned in (a) above shall be added advantage;
c) Comprehensive knowledge and ability to apply modern economic theory and methods to domestic context and setting;
d) Proven high level writing skills as primary author in published research papers, reviews, articles, etc and working with large households data set;
e) A minimum of four (4) years working experience in relevant public or private sector institutions, three (3) of which should be in policy-oriented and research work;
f) Experience in conducting primary, quantitative research and reviewing and analyzing secondary research to inform policy debates and decisions in the economic planning arena;
i) Demonstrated ability to use computer assisted software and other statistical software for data analysis; and possess strong analytical skills;
j) Abreast with current global, regional and national economic issues;
k) Unquestionable integrity, self-motivation, team player, highly versatile, high-level interpersonal skills and good communications skills and capability to work under tight deadlines in a competitive environment.
l) should have several years experience of policy advocacy work.
