JOB TITLE: SENIOR PLANNER-HUMAN RESOURCE PLANNING AND DEVELOPMENT (1 POSITION) RE-ADVERTISED
Reports to: Head, Human Resource Planning and Development.
Major Function: This is a middle managerial position where the senior officer will be assisting the Head, Human Resource Planning and Development in harmonizing the
plans, strategies and interventions aimed at improving development and utilization of manpower in the country.
Specific Duties and Responsibilities:
The Senior Officer will be responsible for:
Developing and implementing work plans and activities related to planning and development of the country’s human resources at the national and local levels
Assisting the Head Human Resource Planning and Development in working with educational and training institutions in developing programmes and curricular that addresses the country’s critical skills and capacity requirements.
Participating in carrying out assessment of the human resource situation in the country.
Carrying out projections of the human resource development needs of the country.
Participating in harmonizing and formulation of new policies for Human Resource Planning and Development.
Participating in developing the National Human Resource Plan.
Key Result Areas:
Produce reports on National skills stock, and projections.
Produce the National Human Resource Development Plan.
‘ Produce the National Human Resource Development Policy.
Produce reports on harmonized National Capacity Building.
Requirement:
Person Specifications/ Qualifications
The Senior Officer must have the following qualifications:
An Honors Degree in Economics or Statistics from a recognized institution
An Advanced Degree (Masters Degree) in Economics, Statistics, Human Resource Planning and Development with emphasis on Human Resource Planning from a recognized institution
Training in Human Resource forecasting models from a recognized institution.
A related professional experience of at-least 3 years.
Professional competence in at least one of the following areas; Economic Policy Analysis; Development Management; and National Statistics
Superior computer skills (i.e. Excel, SPSS and other Research packages)
Experience in working with HR forecasting models and demonstrated strong research and analytical skills.
