MINIMUM QUALIFICATIONS AND WORKING EXPERIENCE:
Applicants should be Ugandans holding an Honours Bachelor’s Degree in Civil Engineering from a recognized University/Institution.
Applicants should have a minimum of three (3) years continuous working experience gained at the level of Engineer in Rural Water Supply and Management in Government or equivalent relevant level of experience from a reputable organization.
Provisional corporate Membership with Uganda Institution of Professional Engineers will be an added advantage.


DUTIES:-
The incumbent will be responsible to the Principal Engineer, (Rural Water Supply) for performing the following duties:-
 Participating in formulation and review of national Policies and Strategies for the Water Sector and Sanitation sub-sector.
 Participating in formulation and review of National Plans and project proposals for water and sanitation.
 Facilitating the development of materials for communication, promotion and public awareness campaign and dissemination of water and sanitation sub-sector activities.
 Providing technical advice and support to Local Governments and Private Sector actors engaged in the management of water resources and provision of water and sanitation services.
 Participating in giving support in the organization and coordination of meetings of water sub-sector working group, policy committee, Joint Sector Reviews and other key entities.

 Participating, analyzing, compiling and consolidating of data and reports for the water and sanitation sub-sector and preparing quarterly, half yearly and annual reports for the sub-sector.
 Assisting in the development of a management information system (MIS) for the water and sanitation sub-sector and ensuring that it is properly maintained and is operational as all times.
 Assisting in the compilation and consolidation of the water and sanitation annual and quarterly plans and budgets (Rural Water and Sanitation, Urban Water Supply, Water for Production and Water Resources management) for approval by the relevant authorities.
 Ensuring development of a communication system and related procedures for DWD/DWRM (MWE).
 Collaborating and coordinating with the sector social scientist –DWD/MWE to ensure that gender concerns are incorporated in all water and sanitation sub-sector activities.
 Any other duties as may be assigned from time to time.

Applications are invited from suitably qualified Ugandans to fill the following vacant posts. Applications should be submitted in triplicate on Public Service Form No. 3 (2008) to the Secretary, Public Service Commission, P.O. Box 7080, Kampala to be received not later than Friday 13th April, 2012

Hand written applications are also acceptable. The advertisement can also be accessed from the Public Service Commission Website on www.psc.go.ug.
Applications should bear the title of the post as well as the reference number specified against the vacancy. Serving Officers will not be considered for Entry Level Posts in Scale U4, where applicable.
Applicants are free to apply for a maximum of two Posts.
Applicants should attach three sets of certified photocopies of their certificates and testimonials, plus three recent certified passport size photographs.
Those already in Government Service should route their applications through their Heads of Department who should be informed of the closing date to avoid delay. Serving officers may submit an advance a copy of the application directly to the Public Service Commission to enable the Commission to carry out preliminary work on the applications. Applicants who shall not hear from the Public Service Commission on completion of the selection exercise should consider themselves unsuccessful.
