Description of Responsibilities;
Under the direct supervision of the Programme Officer, the incumbent will perform the following duties;

 Coordinate, consolidate and provide technical guidance and support to implementing partners on all water, sanitation and hygiene (WASH) promotion related issues in accordance with UNHCR policies, priorities and standards.
 Assess the needs of refugees related to WASH services and formulate project submissions in collaboration with Office of the Prime Minister, district authorities and implementing partners.
 Monitor undertake field verifications and report on the performance of UNHCR’s implementing partners in implementing WASH activities in the refugee settlements to ensure an effective and coordinated delivery of assistance to the refugees as well as to ensure quality, cost effectiveness, sustainability and environmental soundness in their implementation.
 Report regularly on WASH activities implemented in the refugee settlements country wide and maintain records of WASH performance indicators for the refugee settlements.
 Prepare monthly sectoral reports country wide and submit material for preparation of periodic project monitoring reports and year-end reports required by HQs.
 Promote the development of a WASH master plan for each settlement as a tool for long term planning.
 Closely monitor the installation of WATSAN services in the settlements, for both projects funded by UNHCR and by other donors.
 Liaise with other sectors, particularly health and education, to plan, implement and monitor WASH activities in health facilities and schools.
 Jointly with the technical staff of the implementing partners, update detailed needs and resource assessments and revise designs of technical plans as necessary, taking into account practical aspects of implementation, and relevant technical specifications and guidelines.
 Establish sustainability mechanisms and structures in all settlements that will emphasize community participation and reduce regular costs to UNHCR.
 Actively participate in the plans for any new refugee settlement or settlement extension identified.
 Undertake other duties as required.

Education:
 University degree in Civil Engineering, Environmental Studies, Hydrology or Water Resources Development.
 Minimum of 4 years of relevant professional working experience.
 Professional working experience in WASH – water supply (pumps, generators, boreholes, surface water, water treatment, distribution pipe lines, etc.), sanitation (at household and institutional level), and hygiene promotion at community level.
 Excellent knowledge of English (written and spoken) and Kiswahili (if possible).

Job Experience: Minimum of 4 years of relevant professional working experience

Languages: – Excellent knowledge of English both written and spoken
