Job TITLE: Pharmaceutical Monitoring and Evaluation Specialist Job title: Pharmaceutical Monitoring & Evaluation Specialist – Secondment Location: Ministry of Health, Pharmacy Division, Kampala Reports To: MOH - Assistant Commissioner for Health Services - Pharmacy Division SURE - Chief of Party Overall Responsibility: The M&E Specialist will be responsible for establishing a pharmaceutical sector monitoring and evaluation framework and for regularly updating the Pharmacy Division on the status of implementation and the outcomes from the various pharmaceutical interventions being implemented and supported by both GoU and its partners. He/she will work with the technical team members at pharmacy division, NDA, NMS, SURE and other key partners to develop appropriate where necessary and align where available indicators, targets and methods for collecting information on support activities and performance, and assist with analysis for evidence-based decision making for sector improvements. Specific Duties and Responsibilities Assess information needs with support from pharmacy division managers and other stakeholders to determine key issues and requirements of the required M&E system. Establishment and implementation of the pharmaceutical sector monitoring and evaluation framework Provide technical guidance, in the design of the Pharmaceutical M&E system including design of data collection tools, collection of data from the field, and data management activities. Monitor performance and achievements done by Pharmacy Division in line with annual plans, NSSP, and NDP. Prepare periodic reports required by the Pharmacy Division and other stakeholders that support effective decision making. Prepare bi-monthly stock status reports. Support the office of the Assistant Commissioner Health Services (Pharmacy) in the Coordination of Pharmaceutical M&E activities in the Ministry of Health, development partners, implementing partners and Private Not for Profit (PNFP) sector stakeholders. Identify resource needs to continuously improve and strengthen the performance of the sector. Work collaboratively with the partners, especially Logistics teams to establish performance monitoring plans for program commodity supply-chains for MoH programs including ACP, NMCP, RH, NTLP and CPHL). Integrate program reports into the sector report, explain trends and discuss possible interventions with relevant managers at Pharmacy division and persons responsible for logistics technical assistance at the program. Qualifications Masters degree in public health, pharmacy, health services research or related field. At least 5 years experience in M&E of health related field. Familiarity with supply chain concepts and pharmaceutical/logistic indicators. Experience with Ministry of Health procedures and practices is an added advantage. Strong computer skills and understanding of statistical analysis software including the Excel programme. Capacity building/training experience is useful. Excellent written and oral communications skills with the ability to make presentations. Ability to effectively write/edit reports.
