Job TITLE: Coordinator, Quantification & Procurement Planning Unit
REPORTS TO: Assistant Commissioner Health Services, Pharmacy Division; Logistics Coordinator, SURE
LOCATION: Ministry of Health, Kampala
Overall Responsibility:
The Quantification & Procurement Planning Unit (QPPU) is a central hub for coordination and information sharing on financing, quantification, procurement planning and commodity availability for medicines, laboratory and health supplies.
The QPPU Coordinator is a SURE staff working closely with the Pharmacy Division of the Ministry of Health to support the efficient operation of the QPPU. He/she will be responsible for providing technical oversite to the Ministry of Health technical programs in quantification and procurement planning. The QPPU coordinator will also be programmatically supervised by the Logistics Coordinator –Programs Support in SURE Program.
He/She works closely with SURE staff, Ministry of Health Pharmacy Division and technical programs, NMS, JMS, IP and other stakeholders to provide technical assistance in ensuring the harmonization and coordination of Essential Medicines and Health Supplies (EMHS) procurement planning and quantification as well as programmatic stock status monitoring.
This technical assistance is primarily focused on strengthening logistics systems and provide a link between MOH and stakeholders and facilitate harmonization within the various supply chains.
He/She will identify and disseminate strategic logistics information to enable effective supply planning. He/She is responsible for coordinating quantification of national requirements, tracking commitments and the financial and commodity gap.
Specific Responsibilities:
1. Coordinate the Pharmacy Division, Ministry of Health programs (ACP, NMCP, NTLP, CPHL, NMS), development partners and SURE program staff to quantify and periodically review national requirements of medicines and health supplies, including participating in development of GFATM proposals and PSM plans.
2. Support Ministry of Health programs to secure commitments of development partners and Government of Uganda against developed national quantifications, and continuously monitor the funding and commodity gap
3. Develop annual procurement plans based on commitments to national quantifications, periodically review progress made on commitments and regularly update the Ministry of Health three year rolling procurement plan
4. Work with NMS, JMS, GF procurement agent and development partners to monitor the procurement pipeline and provide regular updates to stakeholders on the country’s stock situation
5. Standardize and further develop data collection methodology and tools for quantification and procurement and procurement planning
6. Support Ministry of Health programs in their logistics planning and management roles as required
7. Periodically monitor and evaluate the utilization of the QPPU in quantification and procurement planning of key EMHS
8. Design and implement impact assessment for the QPPU
9. Prepare periodical reports as required by the SURE program, Pharmacy Division, Ministry of Health programs and development partners
10. Any other duties that may be assigned from time to time as need arises.
Qualifications:
· Professional degree in a health area; such as pharmacy, medicine, public health; pharmacist preferred
· Work experience in providing pharmaceutical management technical assistance especially in the area of supply chain management, quantification and procurement
· At least 5 years of experience in quantification for essential medicines and health supplies at national level
· Demonstrated analytical skills with computerized packages including Microsoft office packages such as MS Excel
· Work experience with medicines logistics/ inventory management information systems
· Working experience in Uganda with knowledge, comprehensive understanding of the Uganda public health system, and previous experience with USAID supported programs is an added advantage
· Demonstrated ability to collaborate with other stakeholders in developing creative and strategic solutions to achieve common goals
· Willingness to be flexible and adapt to changing priorities and shifting deadlines
· Demonstrated strong organizational, administrative, communications and reporting skills
· Strong teamwork and team-building skills
· Excellent English skills required, including ability to write lucid technical reports and documents.
