Summary:
The Occupational Health, Safety and Environment (OHSE) Coordinator is responsible for managing all HSE incidents, to provide administrative support for the OHSE function and to support HSE compliance by the Operations division. The OHSE Coordinator will work closely with the Chief Operations Officer and the senior Operations Managers to ensure Health, Safety and Environment (HSE) objectives are met for the Regions.
Essential Duties:
1. Management of Employee Health, Safety & Environment
Ensure conformance to Health, Safety and Envirnment Legislation
Design ATC Uganda Health, Safety and Environmental standards
Report all health and safety matters and incidents
2. Management of Health, Safety and Environment incidents
Acquire, log onto the Health, Safety and Environment system and manage disabling and non-disabling incidents for ATC Uganda
Report on disabling injuries and occupational fatalities and liaise with HR and Finance depts. on processing of Workman’s Compensation.
Compile monthly incident statistical report reflecting man-hours lost, injury severity rates, disabling incident rates & associated cost analysis by department & company.
Acquire from Human Resources Department, occupational absenteeism data, analyse and report on sickness trends
3. Provide administrative support for the OHSE function
a) Health Safety and Environment Training
Coordinate internal and external organisational HSE training and manage all related logistics
Engagement with external training service providers in scheduling, certification, invoices etc.
b) Health, Safety and Environment Committee
Serve as the HSE committee as the secretary and administrator
In consultation with the committee members, draft a monthly meeting agenda, send meeting requests, circulate minutes and organise any other related logistics including boardroom bookings, catering, etc.
a) Health, Safety and Environment Communication
Coordinate and manage HSE internal communications projects.
b) General
Record Keeping
In partnership with Procurement & Finance, manage all service requirement projects for OHS & Environment Department from RFQ to invoicing.
Manage OHS & Environmental Department’s meetings, internally and externally.
HSE Awareness Material & Safety Signage.
Manage HSE awareness material and safety signage within the office area e.g. HSE Policy, HSE Acts, First Aid Box signage etc.
Essential Duties:
1. Supporting the Operations division with managing HSE compliance
In consultation with line management, acquire site NCRs, inspection, investigation, audit reports/checklists, analyse and report on emerging themes, recommendations made and corrective actions every week activity.
2. Provide support to the Employee Wellness initiatives
Liaise with HR department and coordinate the design of health and wellness projects and the execution of ATC Uganda’s Wellness Strategy.
Skills Requirements
Understanding of the Occupational Safety & Health Act No.9 of 2006 and related schedules
Understand the application of ISO 14001 and OHSAS 18001management systems
Proficiency in MS Office suite (Advanced)
Understanding of the telecommunications industry
Proficiency in all relevant ATC systems
Accuracy
Ability to train and deliver required ATC training programs
Project Management Time management
Organising and planning
Verbal and written communication skills
Advanced report writing and analysis skills
Attention to detail
Ability to succeed in a fast-paced & unsupervised environment
Learning agility
Education and Qualifications:
University degree
Formal training in Environmental Health or equivalent
Experience:
3 years experience in coordination and management of occupational health
Solid project management experience
