POSITION TITLE:   Education Specialist

HOURS OF WORK: 40 hours per week

POSITION GRADE: FSN-11  (Ugshs. 72,127,325 to 104,083,095 p.a. inclusive of allowances).

USAID/Uganda is recruiting qualified candidates to fill the position of Education Specialist.

BASIC FUNCTION OF THE POSITION
The Education Specialist must be a qualified development professional.  In order to ensure that the Mission has a high level of technical and management expertise he/she must have demonstrated ability to handle issues and implement activities related to education and the education sector.

REQUIRED QUALIFICATIONS
NOTE:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1.  Education: An advanced degree in education (i.e. Masters’ degree or higher), in public administration, development studies or other relevant field.

2.  Work Experience:  At least 8 years of experience working in the education sector.  Ideally this will include teaching experience in addition to demonstrated experience working in managerial/administrative positions.  Proven capacity to work with primary education reform programs, and experience with program implementation is strongly desirable.

3.   Language Requirement:  Must be fluent in the English language.
4.   Knowledge:  Grounding in the historical development of education in Uganda; personal knowledge of typical conditions in primary and secondary schools and tertiary institutions; familiarity with the Ministry of  Education and Sports and its affiliated institutions (the Examinations Board, National Curriculum Development Center, etc.); familiarity with basic education systems (i.e.: curriculum design, teacher training, classroom and learning environment, effectiveness, educational management, literacy development, and testing and evaluation, etc.).

5.  Skills and Abilities:  The Education Specialist must have a high level of interpersonal, communication, and diplomatic skills including demonstrated ability to interact effectively and collaboratively with a broad range of government, public, and private sector counterparts and other key stakeholders in education. He/she must have technical expertise and analytical skills related to education, and demonstrated managerial, administrative, reporting, and representational skills. Must demonstrate, computer literacy in word-processing and spreadsheet programs, and ability to do statistical analyses.  Ability to obtain, analyze, and evaluate complex data and to prepare precise and accurate factual and analytical reports.
