Job Title: FREQUENCY PLANNING AND COORDINATION OFFICER (1)
Reports to: Specialist - Frequency Planning
Role: To provide technical and research support to the planning function through provision of timely and accurate planning and coordination assessments and analysis of radio spectrum frequency bands, and to aid the efficient provision of services, radio communications equipment operations and deployment of networks.
Key Result Areas:
a. Evaluate, analyse and review radio frequency spectrum plans and processes frequency plan and coordination requests to enable deployment of radio communication equipment, networks and services including emergency services;
b. Perform radio frequency analysis in order to establish and identify appropriate frequency allotment areas and frequency allocations and their related technical and operational parameters;
c. Continuously monitor and review the implementation of coordination frameworks and agreements, including approved network and service deployment plans, provide compliance status reports and propose remedial actions as required;
d. Provide research and technical support to facilitate the planning, allocation, opening up of bands and coordination for new services and network deployments;
e. Review and assess service and network deployment plans and compile appropriate and accurate technical and administrative data to facilitate billing for use of radio frequency spectrum;
f. Develop and maintain up to date accurate, accessible and reliable records of frequency assignments, reservations, coordination agreements/notices, and service and network deployment plans;
g. Provide support to the Commission’s Technical Liaison for frequency coordination and notification of identified and planned-for radio-frequency Spectrum with relevant stakeholders such as neighboring countries and ITU; and
h. Contribute to planning activities such as development of National Frequency Allocation Plan, review of the adequacy and functionality of systems, tools and equipment used in planning, coordination and authorization processes, as well as administrative aspects of the Unit.
Qualification
• A Bachelor’s Degree in Telecommunications, Electronic, Electrical or Radio Communications Engineering from a recognized Institute or University.
Experience and Knowledge
• At least two (2) years of hands on experience in radio frequency, spectrum management or radio – frequency communications, preferably in the Telecommunications and/or ICT sector;
• Must demonstrate good interpersonal and customer relations skills;
• Possession of excellent analytical and report writing skills and technical acumen; and
• Possession of high level of accuracy, integrity and honesty.
