Senior Monitoring and Evaluation Officer Job at Ministry of Health in Uganda



Job Title:            Senior Monitoring and Evaluation Officer (ACP)
Reports to:       programme manager ACP 
Job purpose:   to develop and implement the overall program M and E system focused providing timely and relevant information to MoH and other stakeholders
Key relevant:
•    Developing the monitoring and evaluation system of the program and ensuring its effective implementation
•    Guiding the process of identifying key indicators, monitoring mechanisms and reporting tools
•    Developing the overall framework and procedures for the evaluation of program activities eg annual project reviews, impact assessment, process, monitoring
•    Organizing regular sharing of M$E  findings with program staff, implementation partners and other stakeholders and lessons learnt meeting
•    Building capacity of stakeholders to undertake M$E activities including data collection, reporting and use on programme performance
•    Coordinating the design and implementation of baseline and end-line surveys
•    Establishing a robust management information system to provide data for planning, reporting and decision making
•    Supporting staff and implementation partners to effectively use the management information system in reporting progress
•    Coordinating the routine and periodic compilation and dissemination of progress reports
Qualifications:
•    Must possess a MBChB or the equivalent from a recognized university
•    Must possess a masters degree in medicine, public health or epidemiology from a recognized university
•    Must possess a post graduate qualification in monitoring and evaluation or project planning and management or the equivalent would be of added advantage
Experience:
•    Must have at least 6 years relevant working experience in implementation public health HIV and AIDS activities at national or regional level
Competences:
•    Through knowledge and understanding of the national HIV and AIDS programs
•    A team player and excellent communication and writing skills
•    Thorough understanding of monitoring and evaluation techniques
•    Familiarity with statistical data analysis packages such EPinto, STATA
•    Understanding of qualitative data collection and analysis techniques
•    Demonstrated knowledge of strategic direction of MoH and of PERFAR programmes
