Post: Administration and Human Resource Officer
Purpose of the Position:
To ensure the welfare of the staff of the Agency and provide guidance and advice on ail mat¬ters of human resource development to all departments so that individuals are developed in a consistent and professional manner
Key Responsibilities and Duties
• act as an internal resource providing comprehensive advise and guidance on terms and conditions of employment keeping in line with the best practices, current legislation and REAs Human resource Policy
•Set human resource recruitment and Development strategies in liason with management Team.
• Ensure effective staff hiring procedures is in place and Implemented accordingly,
• Responsible for the coordination of performance evaluation process;
• Ensure that salary determination and contracts of employment are in line with the Agency's policy and that remunerations are in line with the market,
• Develop and amend the Organization Chart as approved by the Rural Electrification board and adopted by Management,
• Develop, implement and control effective staff training programmes;
• Ensure the security of the property and staff of the Agency;
• Manage employee related records and their regular update;
• Oversee the effective management of vehicles, including fuel usage, service and maintenance
• Responsible for ensuring that staff are well facilitated in terms of working tools and office space;
• Ensures productive employee welfare and facilitation;
• Perform any other duties as may be assigned by the Supervisor.
Qualification, Experience and Skill:
• A good Bachelors Degree in Social Sciences
• A Masters Degree in Human Resource Management or Social Sciences with a Post Gradu¬ate Diploma in Human Resource Management.
• Membership of a recognized Human Resource Management Association or Institute would be an added advantage.
• At least 8 years of experience in Human Resource Management in reputable organizations or Government departments.
• Well developed interpersonal, communication and public relations skills.
• Highly motivated, innovative, pro-active and committed team player.
TERMS OF SERVICE
The persons appointed to these posts will be stationed in Kampala, but with a lot of field work, especially in the planning, construction and monitoring areas. They will follow the Agency's rules and regulations as stipulated in the REA Human Resource Manual. They will serve on four-year contracts, renewable on satisfactory performance. Remuneration is attractive and market based.
