Post: Principal Planning Engineer
Purpose of the Position:
The position's primary purpose is to coordinate activities for project identification, conducting preliminary studies, and packaging projects for investment
Key Responsibilities and Duties
• Coordinate the identification of priority Rural Electrification Projects (PREPS) using the indicative Rural electrification Master Plan (IREMP) for both grid and off-grid projects in line with established guidelines for project selection.
• Prepare Terms of Reference (TORs) for feasibility studies, coordinate and supervise their preparation and packaging of projects for investment
• Participate, in collaboration with the Project Management Department, in the procurement process of construction contractors as required from time to time In line with the procure¬ment guidelines.
• Prepare Gantt Charts and time schedules for all proposed project work and activities and determine the critical paths and milestones.
• Work with the GIS and IT units to update the GIS database and REA website updates.
• Represent REA in project outreach activities, in collaboration with the Public Relations Officer, to mobilize local authorities, communities/cooperative associations and local entrepreneurs to identify and initiate rural electrification schemes in their areas.
• Prepare monthly project status reports.
• Any other duties specified by the Head of Department.
Qualifications, Experience and Skills:
• A good Bachelors Degree in Electrical Engineering from a recognized university or equiva¬lent.
• Post graduate training in power system planning and design,
• Post graduate training in Project Planning and Management will be an added advantage.
• Professional Engineer certification will be an added advantage,
• 8 years working experience with at least 5 years experience in power system planning
• Experience In carrying out Economic and Financial analysis of projects will be an added advantage.
• Must be knowledgeable about protect software and power system analysis software.
• Must be knowledgeable about survey and engineering drawing.
• Must demonstrate readiness to work long hours outside the normal hours and out of sta¬tion.
• Experience with development partner funded projects will be an added advantage
• Must not be more than 40 years of age.
TERMS OF SERVICE
The persons appointed to these posts will be stationed in Kampala, but with a lot of field work, especially in the planning, construction and monitoring areas. They will follow the Agency's rules and regulations as stipulated in the REA Human Resource Manual. They will serve on four-year contracts, renewable on satisfactory performance. Remuneration is attractive and market based.
