Post: Rural Electric Cooperative Development Officer

Purpose of the Position:
To initiate the formation of new Rural Electric Cooperatives (RECs) and provide support in their growth and operations as utility service providers

Key Responsibilities and Duties:
• Give guidance in the formation of Rural Electric Cooperatives in the approved concession areas and help the cooperatives in establishing operational governing boards.
• Develop a cooperatives' manual and by-laws
• Liaise with Commissioner for Cooperatives in supervision of the electricity cooperatives.
• Coordinate with relevant authorities to secure all the required licences, permits and Energy Sales Agreements.
• Help the cooperatives develop business and financial plans
• Help the cooperatives kick start Community mobilization outreach and membership campaigns)
• Continuous monitoring of the electricity cooperatives In line with set targets and expansion t plans
• Coordinate activities for capacity building In the following areas:-(i) Productive use of electricity (ii)Business and financial planning training, preparation and operationalisation/ implementation
(iii) Governance and management issues (iv)Development of the business plans for the cooperatives (v) Effective management in an Energy Co-operative / Basic Management skill (vi) Accounting packages for financial managers, training in prudent procurement methods, (vii) Training in public relations, customer care, marketing and branding

Qualifications, Experience and Skills:
• A good Bachelor's Degree in Business Administration, Entrepreneurship or Engineering from a recognized University.
• Knowledge and understanding of the working of the Cooperatives Statute.
• Experience in rural community mobilization to form cooperatives is essential.
• Working experience of at least 5 years with institutions involved in the development and/or regulation of cooperatives.
• Knowledge of the working of, or experience in, the electric utility industry is an added advantage.
• Computer knowledge and good report writing skills
• Well developed interpersonal, communication and public relations skills.
• Work experience in the cooperative organization will be an added advantage.

TERMS OF SERVICE
The persons appointed to these posts will be stationed in Kampala, but with a lot of field work, especially in the planning, construction and monitoring areas. They will follow the Agency's rules and regulations as stipulated in the REA Human Resource Manual. They will serve on four-year contracts, renewable on satisfactory performance. Remuneration is attractive and market based.
