Purpose of the Job
To competently carry out the measurement of progress of civil engineering works for rural electrification projects (small dams and substations) under construction to ensure value for money and adequately monitor progress of works,

Key Responsibilities and Duties:
• Provide specialist technical support to the Agency in reviewing civil engineering designs, drawings, and documents done by consultants or private developers in line with engineer¬ing standards.
• Review Tender Documents/bill Quantities for civil engineering designs, drawings and documents done by consultants or private developers in line with engineering standards
Participate where required in evaluating bids for civil engineering work they conform to procurement standards and guidelines
• Participate, where required, in evaluating bids for civil engineering works.
• Monitor and evaluate the implementation of on going projects in accordance with the de¬sign, drawings, specifications, bills of quantities, PPDA for other recognized procurement) guidelines.
• Prepare progress reports In line with the Agency regulations and objectives.
• Verify and certify project related payments in accordance to financial regulations and guidelines.
• Work with the Protect Sponsor's Site Engineer where technical advice Is required and participate in site meetings.

Qualifications, Experience and skills
• A good Bachelor's Degree in Civil Engineering, Building Science or Quantity Surveying from a recognized university.
• A postgraduate qualification in Construction Management and quality control.
• Al least five years hands on experience working on measurement and valuation of civil works, Including concrete and building works, roads, earthworks, waterworks, and other civil engineering construction works,
• Familiarity with the use of computers in valuation of civil works and analysis will be an added advantage.
• Ability to prepare and present Information clearly and concisely, orally and in writing.
• Having worked on construction projects up country will be an advantage
• Good interpersonal relationships and ability to work cordially with and to motivate persons with unfamiliar backgrounds.

TERMS OF SERVICE
The persons appointed to these posts will be stationed in Kampala, but with a lot of field work, especially in the planning, construction and monitoring areas. They will follow the Agency's rules and regulations as stipulated in the REA Human Resource Manual. They will serve on four-year contracts, renewable on satisfactory performance. Remuneration is attractive and market based.
