POSITION GRADE: FP-5

USAID/Uganda is seeking an individual for the position of Development Outreach & Communications Specialist.

BASIC FUNCTION OF POSITION
The incumbent will collaborate closely with USAID/Uganda’s technical offices and implementing partners to develop and implement the Mission's overall communication strategy. The DOC Specialist is also the mission's primary liaison with the US Embassy Public Affairs Office (PAO) to ensure coordination and collaboration with Embassy personnel on USAID public activities and projects. S/he will also serve as USAID/Uganda’s principal liaison with USAID's Bureau for Legislative and Public Affairs in Washington. The DOC Specialist supports USAID/Uganda in the achievement of its objectives by overseeing the production and dissemination of public information about the mission's activities for Ugandan and American consumption to educate and promote a better understanding of USAID programs. The position will reside within the Office of Program and Policy Development and will report to the Office’s Team Leader. As such, the DOC Specialist guides, coordinates and oversees the mission's communication practices and outreach efforts, helping to ensure that they reflect U.S. Government's (USG) priorities and promote USAID's accomplishments to key audiences.

REQUIRED QUALIFICATIONS
NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

1. Education Required: Bachelors degree in liberal arts, science, business or education is required.
2. Work Experience: Two years professional experience that includes producing high quality written communications for a variety of audiences. The candidate should have prior experience working with teams of professionals from different disciplines effectively to meet deadlines.
3. Language Requirement: Level IV English is required.
4. Knowledge: General Knowledge of international development organizations/programs and other USG agencies working overseas is required.
5. Skills: Ability to work as a team member, as well as provide leadership in the areas of his/her competencies is required. Must be comfortable working independently, managing several activities at once, and working under pressure to meet very short deadlines. Ability to establish and maintain collegial relations with press and media contacts and exercise sound judgment in representing the USG while discussing program activities with the press and media are essential elements of the job. Strong computer skills in MS Word and Powerpoint are required.

SELECTION PROCESS

When equally qualified, US Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

ADDITIONAL SELECTION CRITERIA

1. Management will consider nepotism/conflict of interest, budget, and visa status in determining successful candidacy.

2. Current employees serving a probationary period are not eligible to apply.

3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.

4. Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their appointment.

5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
