Partner Finance Specialist based in Gulu
PRIMARY PURPOSE OF THE POSITION
Reporting to the Senior Program Coordinator, the successful candidate will be responsible for fully supporting recipients of small or large sub-grants from ARC in the partners' financial reporting capabilities, procurement procedures, accountability compliance and organizational development issues.

PRIMARY DUTIES/RESPONSIBILITIES
1. Provide technical assistance and capacity building to partners to ensure that ARC partners have a good knowledge of the operational and financial requirements set out in the agreement with ARC
2. Support and strengthen the financial capacity of partners by reviewing and setting up proper systems of book keeping and internal controls consistent with the generally accepted financial management principles
3. Support and strengthen the operational capacity of partners in reviewing and setting up proper system of procurement and human resource practices consistent with ARC and donor rules and regulations
4. Monitor the operational and financial aspects of project progress and implementation, identify problems and find workable solutions.
5. Identify areas for which training and staff development are needed and in consultation with the Senior Program Coordinator, propose trainings/ workshops to attend or conduct
6. Monitor and review of partner finance documents including treasury control and accounts verification, bank reconciliation statements, payroll, monthly finance reports, inventory of fixed assets and physical confirmation of assets,
7. Check on accuracy and completeness of partner's monthly payroll information including compliance with statutory regulations.
8. Participate actively in the pre-award assessment and selection process of CBOs and NGOs seeking to partner with ARC


Job requirement

Educational Qualifications and Experience
• A Bachelors Degree in Commerce, Business Administration with a bias in Accounting or related field
• Additional Training in ACCA is an advantage
• Training in various donor rules and regulations
• Experience working with sub grant partners
• Auditing skills
