Job Title: Senior Technical Advisor * Socio-economic Strengthening

Reports to: VSLA - Program Manager

The Senior Technical Advisor - Socio-Economic Strengthening will provide overall technical leadership to the socio-economic empowerment strategy of SCORE program. More specific functions of this position include: developing technical standards/tools/guidance for implementation of quality programming in economic strengthening, ensuring integration with all SCORE program areas, designing/coordinating/ facilitating capacity building of consortium members and implementing partners in their technical areas, providing continuous support supervision and quality assurance to program activities in the area of economic strengthening and participating in Steering Committee meetings.
Key responsibilities:
• Work with other consortium members to plan, facilitate, monitor and evaluate programme economic activities , so as to ensure the effective and efficient achievement of the program objective
• Identify the needs and build capacity of programme teams in the consortium in economic strengthening activities, through training, coaching, mentoringand development and provision of tools/ guidance for implementation of quality programming
• Facilitate the development of SCORE impact measurement indicators in the area of economic strengthening and ensure they are fully integrated into the broader program M&E framework
• Initiate and/or facilitate effective collaboration with other key partners within and outside the district that are working in agricultural production, processing and marketing, input supply, VSLA methodobgy, and financial services sector
• Periodically conduct vulnerability assessments of all beneficiary households to ascertain the level of change and improvement in their socio-economic status


Job requirement

Person specifications/qualifications:
• At least 5 years of experience from working in the following thematic areas: microfinance, market access and entrepreneurship development
• Very strong facilitation, negotiation, networking and partnering skills
• Understands market opportunities for local products and marketing linkages for small producers
• Experience working with private sector actors as well as policy makers
• Good understanding of the national OVC policy and strategic plan issues in Uganda
• Proven experience in assessing examining and re-engineering strategies and approaches, standards and procedures for coordination and provision of technical services for social protection programming for vulnerable populations
• Experience with leading strategic processes and training a variety of stakeholders
• Strong analytical and conceptual skills as well as partnership management
• Experience of supporting a multi-sectoral team and an appreciation of a consultative, team approach to decision making
