We seek qualified candidates for the position of Monitoring and Evaluation Specialist in Gulu, Uganda.

Position Responsibilities:

* Provide technical oversight to the design, planning, and implementation of the project’s performance monitoring system;
* Monitor the development and implementation of M&E activities per the project’s performance monitoring plan (PMP);
* Provide desk and on-site technical oversight to M&E activities;
* Provide TA and capacity building in data use for decision making at all levels of the district health system, including community level;
* Ensure adherence to M&E methodologies and systems using developed tools and indicators;
* Support, compile and submit Data Quality Assessments and semi-annual reporting of data;
* Build core competencies of M&E staff in data collection, analysis and reporting;
* Provide technical assistance to implementing partners in the design and implementation of data collection tools;
* Review key project documentation, including reports and work plans.

Minimum Requirements:

Education/ Experience:

* PhD or similar degree with 3 - 5 years demonstrated experience in monitoring and evaluation of HIV/AIDS, RH/FP, and/or other relevant services, including maternal health, malaria and TB within international development programs
* or MS/MA/MPH in public health or related field, with 5 - 7 years demonstrated experience in HIV/AIDS, RH/FP, and/or other relevant services, including maternal health, malaria and TB within international development programs.
* Demonstrated experience in the implementation of performance monitoring systems;
* Experience in epidemiologic and social science research, including questionnaire development, data collection, data analysis and presentation;
* Computer proficiency in word processing, databases and spreadsheets, with advanced skills in at least two of the following programs: SPSS, Excel, Epi Info, Stata, and MS Access;
* Experience working on USAID-funded programs;
* Strong written and verbal communication skills;
* Ability to work independently with initiative to manage high volume work flow.
