Background

Government of Uganda through the Global Environment Facility Operational Focal Point (GEF OFP) in MFPED and UNDP Uganda are preparing a GEF FSP to be funded through GEF 5. The project is entitled for the Addressing barriers to adoption of improved charcoal production technologies and sustainable Land management practices through an integrated approach”. This project shall be implemented by the Ministry of Energy and Mineral Development (MEMD) conjunction with the National Forestry Authority, National Environment Management Authority, National Agricultural Research Organization, Uganda national Council for Science and Technology and Ministry of Water and Environment.

The GEF Secretariat approved a Project Preparation Grant (PPG) for this project worth US$ 100,000 in addition to Government of Uganda co-financing worth US$ 200,000 for a period of 12 months starting November 2011. As part of this process, UNDP Uganda is seeking to engage a consultant to support the process of developing the FSP during the Project Initiation phase.

Outputs:

* A comprehensive report (specific templates would be agreed at the beginning of the assignment) with in-depth description of national renewable energy priority interventions covering the medium and long term.
* UNDP Project Document and accompanying GEF CEO Endorsement documentation within the established GEF procedures.

Duties and Responsibilities

Working closely with a national task force, the Consultant will be required to ensure delivery of the following activities/ tasks critical to the preparation of the Full Size Project document, namely: -

Part A: PPG Preparation tasks

* Establish the different legal, policy and institutional framework relating to charcoal, SFM/SLM including district level ordinances regulating charcoal value chain, financing mechanisms, and linkages with REDD/ other initiatives.
* In cooperation with the national task force and private sector inputs, assess potential for enhanced sustainable charcoal production among others.
* Identify target districts for establishing demonstration sites districts for the retort and casamance kilns for data generation, training charcoal producers, and pro-forma validation of the GHG reduction estimates from the kilns and SFM activities.
* Establish baselines for performance standards for the charcoal sector regarding GHG emissions established.
* Create a financing plan, including co-financing commitments and incremental costs analysis.
* Compile the information from the national taskforce and finalise the project document including a project strategy, logical framework, budget and monitoring plan established.

Part B: Project Documentation for Full Sized GEF Proposal:

* Review and develop baseline information and investigations delivered by the national task force into a coherent situational analysis.
* Assess global environmental benefits sought from the project.
* Propose a project monitoring and evaluation framework with a set of measurable impact and progress indicators.
* Ensure linkages with other government, donor and GEF Climate change mitigation and land degradation projects in the region.
* Assess and define the social, economic and financial sustainability of proposed outputs and activities.
* Provide a replication strategy for project activities in the future.
* Carry out a cost effectiveness analysis of the project strategy.
* Create a financing plan, including co-financing commitments and incremental costs analysis and work with UNDP Uganda to procure co-financing commitments;.
* Produce both a Full Size Project Document and CEO endorsement template to be submitted to GEF via UNDP using the information gathered and assessed by the national experts and above.
* Compile the information from the national task force and finalise the project document.
* Present the document to UNDP and Ugandan Government stakeholders, plus other partners.
* Address comments from the GEF Secretariat, Scientifc and Technical Advisory Panel (STAP) and GEF council to Project Identification Form (PIF) and ProDOC.

Duration of Assignment:

The assignment is expected to take a total of 60 days spread over a period of 9 months including a field trips and stakeholder kick-off meetings. Approximately five (5) months of the Consultant’s time would be spent in the field / meetings and in managing the PPG process, outputs and quality control, including coordinating with the thematic working groups to come up with a final PPG report, and about seven (7) weeks would be spent bringing all that together into the Project Document, plus the GEF Chief Executive Officer (CEO) endorsement document and then responding to comments, both to the PIF and then the Project Document once we submit it.

Reporting and Supervision

The consultant shall provide his/ her services under the direct supervision of UNDP Uganda Country Office in liaison with the UNDP Regional Technical Advisor (RTA) for climate change mitigation based out of Pretoria for technical backstopping. The consultant shall also work closely with the National task force coordinated by the MEMD Focal Point.

The payment schedule will be as follows:

* 20% upon signing of the contract and presenting an acceptable inception report.
* 60% after presentation of an acceptable draft project document to stakeholders review workshop.
* 20% upon submission of an acceptable draft project document.

Competencies

* Proven competences in protected areas economics and finance.
* Excellent negotiation and communication skills
* Fluency in written and spoken English
* Excellent drafting and reporting skills
* Excellent computer literacy

Required Skills and Experience

Education:

* Advanced degree in environment/ natural resource management or related field with 10 years of work experience.
* Proven experience in preparing GEF Climate Change Mitigation and Land Degradation FSPs in Uganda and the region.

Language:

* Fluency in written and spoken English is a necessity.
