Job Title: MANAGER ROAD CONSTRUCTION & MAINTENANCE (1 VACANCY) REF. DSC 15/70/01 SALARY SCALE: UGANDA GOVERNMENT SCALE-KCCA 5 AGE: 28 YEARS AND ABOVE MINIMUM QUALIFICATION AND WORKING EXPERIENCE: Applicants should be Ugandans holding an Honors Degree in Civil Engineering or Construction management from a recognized university/awarding institution plus a Master’s degree in any of the above fields. He/She should be registered with Uganda engineers Registration Board (UERB) Applicants should have a minimum of 7 years working experience in construction related organization three (3) of which should have been gained at Principal level in Government or equivalent level at middle management from a reputable organization. He/she should have the following Key competences: Ability to work as part of a team and to develop subordinates; excellent interpersonal skills, oral and written communication skills; ability to work and produce accurate results in an environment with multiple and challenging tasks; high level of integrity, a sound knowledge of construction methods, health and safety and building regulations. DUTIES:- The incumbent will be responsible to the Deputy Director Roads for performing the following duties:- ? Reviewing and monitoring the implementation of roads, bridges and street lights construction management and maintenance policies and procedures as per the KCCA Mandate. ? Developing and implementing KCCA roads, drainages, bridges and street lights construction and maintenance plan as per the Authority’s mandate. ? Providing technical guidance to the Authority and general public on matters pertaining to roads, drainages, bridges and street lights construction and maintenance as per the Directorate objectives. ? Coordinating and monitoring the implementation of approved roads, bridges and street lights plans in the City. ? Monitoring and evaluating the performance of the Authority’s Roads and Bridges programmes and advising management in line with the Departmental objectives. ? Developing and maintaining a program for maintaining feeder road networks in line with the Departmental objectives ? Managing performance and development of staff under direct supervision in line with identified needs and HR policy. ? Liaising with the Environmental Specialist to identify potential environmental concerns and developing measures to minimize impact on the project and environment. PSC EXTERNAL ADVERT NO. 4/2012 24 ? Liaising with the supervising consultant, contractor, and the Police to jointly review traffic work plans. ? Coordinating with the Public Relations Office to take a proactive approach in advising road users of impending traffic diversions and disruptions in line with the KCCA road construction guidelines. ? Initiating and maintaining project/contract records as per the project/contract cycles. ? Identifying land or property requirements on allocated projects and ensure timely acquisition measures are put in place, with availability of adequate compensation funds. ?
