MINIMUM QUALIFICATION AND WORKING EXPERIENCE:

Management or Arts or Social Science or any other course in the field of Human Resource Management/Public Administration and Management or Social work and Social Administration plus a minimum of a post graduate Diploma in any of the above fields (HRM Option) from a recognized University.
Membership to Human Resource Professionals Association(s) will be an added advantage.
Applicants should have a minimum of five (5) years working experience in Human Resource Management three (3) of which should have been gained at Senior Officer level in Government or equivalent Supervisory level experience from a reputable organization. Possession of hands on experience in organizational development will be an added advantage
He/she should have the following key competences: Managing a recruitment process, staff deployments and transfers, management and supervision, oral and written communication competences, setting up a team and developing subordinates, setting up a team and developing subordinates, interpersonal relations , HR best practices , Proven integrity and confidentiality and computer literacy
The incumbent will be responsible to the Human Resources Manager for performing the following duties:-
? Planning and monitoring the implementation of recruitment and placement of staff in line with public service commission guidelines and HR policies
? Monitoring staffs turn over, generate data and statistics and generate reports for management in line with the HR policies.
? Making manpower projections, assessing potential and advising management and staff of required manpower skills and competencies in line with the organization’s development strategy.
? Developing and implementing a work plan(s) for conducting Authority organizational climate surveys in line with HR policies and Directorate work plan.
? Implementing, monitoring and evaluating the career succession plans and strategies in line with the HRMM.
? Implementing Individual and management development plans/programs and evaluate their impact on organizational performance in line with the Staff Development Strategy.
? Maintaining and managing the HR management information systems (HRIS), analyze HRIS data and generate reports in line with the HRMM.
? Managing the performance and development of your direct reports in line with the Human Resources policy and procedures.
? Any other duties as may be assigned from time to time.
