BASIC FUNCTION OF POSITION The incumbent will provide specific operational, procedural, and administrative recommendations designed to help maximize the impact of all training and equipment donations provided in law enforcement programs in Uganda, with the goal of furthering institutional development and capacity building within the Ugandan security forces and the personnel of neighboring countries attending training programs in Uganda. The incumbent will identify additional technical assistance, training, and equipment donations that will complement and build on existing and future INL training initiatives within Uganda. While the majority of the incumbent’s time will be focused on INL programming, he/she will provide support as needed to other USG agencies conducting judicial, corrections and security sector programming in Uganda. REQUIRED QUALIFICATIONS NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item. 1. Education Required: Completion of two years of post secondary education/university studies is required. 2. Work Experience: At least three years of work experience in program management, training, administration or operations in an office or educational setting is required. 3. Language Requirement: Level IV (fluent) English ability is required. 4. Knowledge: Clerical, secretarial, office management and administrative practices are required. 5. Skills and Abilities: Strong organizational skills are required to manage a number of competing tasks. Good working knowledge of Microsoft Word, Excel, Outlook and PowerPoint. Excellent communication and interpersonal skills and the ability to interact and work equally well with a wide range of U.S. and/or foreign national personnel at all levels of an organization. Must be a self-starter, able to identify priorities and meet deadlines with limited supervision. Must be able to represent the U.S. effectively as required. SELECTION PROCESS After an initial application screening, applicants will be invited for oral interviews. The selected candidate must pass pre-employment security investigations before beginning work. The initial appointment period is one year, subject to renewal. Normally, candidates for employment are hired at the first step of the designated pay grade. In some instances, candidates may be hired at a higher step when exceptional qualifications or previous governmental service and pay level so warrant. Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their appointment. 5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
