MINIMUM QUALIFICATION AND WORKING EXPERIENCE:
Applicants should be Ugandans holding an Honors Degree in Procurement & Supplies Chain Management, or Business Administration (Logistics and supply chain Management) or any other related courses from a recognized University plus a minimum of a postgraduate Diploma in Procurement & Supplies Chain Management, or Business Administration (logistics and supply Management) or full professional course such as CIPS from a recognized University/awarding Institution.
Applicants should have a minimum of 5 years working experience in procurement/supplies chain management of which 3 years must have been gained at Senior level in Government or equivalent Supervisory level of relevant working experience from a reputable organization
He/she should have the following Key competences: Knowledge and application of PPDA guidelines; knowledge in bid and contract management; excellent financial and accounting skills; oral and written communication competences; management and supervision competences; analytical and problem solving competences; competences in setting up a high performing team and developing subordinates; excellent interpersonal, particularly staff/management relations; proven integrity and confidentiality; and proven ability to meet timelines and handle multiple tasks simultaneously.
DUTIES:-
The incumbent will be responsible to the Manager Procurement for performing the following duties:-
Monitoring the implementation of the framework for preparing Bidding Documents and Request for Proposals (RFPs) in accordance with PPDA procurement regulations.
Monitoring the bidding processes for goods, works and Services in accordance with PPDA regulations.
Reviewing procurement reporting systems and records for KCCA management and PPDA, in accordance with KCCA reporting guidelines and PPDA regulations.

Reviewing the established contract management system for use in the procurement process and provide technical support to user departments in line with PPDA contract management regulations.
Preparing the procurement status report for submission to the Procurement Manager on a regular basis as per the KCCA reporting guidelines and PPDA regulations.
Reviewing purchase requisitions for accuracy and appropriate authorization as per the relevant guidelines.
Evaluating supplier performance and providing feedback to the Procurement Manager in line with established guidelines.
Manage the Performance and Development of staff in line with the HR policy and the performance management guidelines.
Any other duties as may be assigned from time to time.

Applications should be submitted in triplicate on Public Service Form No.3(2008) accompanied by one summary form with a passport size photograph to the Secretary Public Service Commission, Kampala to be received not later than 25th May 2012. The application forms are obtainable from the Public Service Commission Office, 2nd floor Farmers, House, Parliament Avenue, Kampala, Ministry/Department Headquarters and District Service Commission Offices.
As proof of experience where required, applicants MUST attach the relevant documents such as Appointment, confirmation or related document.
