SECURITY CLEARANCE:   Must be able to obtain a Top SECRET SECURITY CLEARANCE. U.S. CITIZEN ELIGIBLE FAMILY MEMBERS, AS DEFINED BELOW OF U.S. GOVERNMENT EMPLOYEES ASSIGNED TO THE MISSION UNDER THE CHIEF OF MISSION AUTHORITY ARE ELIGIBLE FOR CONSIDERATION.

BASIC FUNCTION OF POSITION

The Community Liaison program provides support to U.S. government and family members who are assigned to American embassies and consulates abroad working with community members to maintain high morale through orientation activities, cultural and recreational programs, and dissemination of information, counseling and referral, along with security, education, and employment for family members.  The CLO reports directly to the Management Officer.
The duties of CLO are defined in eight areas of responsibility: employment liaison, crisis management and security liaison, education liaison, information and resource management, guidance and referral, welcoming and orientation, community liaison, and events planning. S/he develops and manages program plans across these eight areas, which are client driven, and responsive to specific Post needs.

REQUIRED QUALIFICATIONS

NOTE:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

1.  Education required: a) Hold Masters Degree or higher degree; or
b) Hold a B.A. degree and have one year of work experience which demonstrates the ability to do the job; or
c) Have five years of full time work experience which demonstrates the ability to do the job; or
       d) Have a combination of full time work experience which demonstrates the ability to do the job and education beyond high school totaling to five years is required.

2.  Work Experience:  Two years’ work experience in an office environment is required.
3.   Language Requirement:  Level IV (Fluent) speaking/reading/writing English is required.
4.   Knowledge:  Knowledge/understanding of FLO reference guidelines, organization functions, personnel and practices of agency mission in which employed is required.
5.  Skills and Abilities:  Must have standard level keyboard and computer skills on all Microsoft Office Suite applications (Word, Excel, Power Point).  Must be able to organize their routine work and maintain established office procedures with minimum supervision are required.

SELECTION PROCESS
After an initial application screening, applicants will be invited for oral interviews.  The selected candidate must pass pre-employment security investigations before beginning work.  The initial appointment period is one year, subject to renewal.

Normally, candidates for employment are hired at the first step of the designated pay grade.  In some instances, candidates may be hired at a higher step when exceptional qualifications or previous governmental service and pay level so warrant.  The Human Resources Officer will make the decision with the concurrence of the employing section.

ADDITIONAL SELECTION CRITERIA

1.  Management will consider nepotism/conflict of interest, budget, and visa status in determining successful candidacy.

2.  Current employees serving a probationary period are not eligible to apply.

3.  Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.

4.  Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their appointment.

5.  Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
