Job Title: PRINCIPAL POLICY ANALYST

SALARY: UGANDA GOVERNMENT SCALE U2
AGE: 28 YEARS AND ABOVE

MINIMUM QUALIFICATIONS AND WORKING EXPERIENCE:
Applicants should be Ugandans holding a Bachelor’s Degree in either Economics or Social
Sciences (Economics/Policy Option) or Arts (Economics/Policy Option) or Development
Studies or any other related discipline in the field of Policy Formulation, Analysis and
Management from a recognized University/Institution plus a minimum of a Post Graduate
Diploma in any of the above fields from a recognized University/Institution.
Applicants should have a minimum of six (6) years working experience, three (3) of which
should have been gained at the level of Senior Policy Analyst in Government or equivalent
level of experience from a reputable organization.
He/she should be computer literate, self driven and able to introduce innovative ways of
service delivery.

DUTIES:-
The incumbent will be responsible to the Commissioner Policy Development and Capacity
Building for performing the following duties: -
· Providing policy options and policy advice to senior and top management.
· Providing guidance on the harmonization of sector policies with the national policy
framework.
· Providing technical support on policy development and management.
· Supervising the collection of data, compilation and analysis of potential areas of public
policy.
· Monitoring and evaluating the performance of sector policies.
· Providing technical guidelines and standards in the development of sector policies.
· Producing the sector Budget Framework Papers, Ministerial Policy statements and
related reports.
· Producing an inventory of sector policies, programmes and projects.
· Reviewing draft Cabinet Memoranda submitted by line Ministries.
· Any other duties as may be assigned from time to time.

Applications are invited from suitable and eligible serving Officers for vacant posts
currently available in the various Ministries/Departments as specified below:-
Applications should be filled in triplicate on Public Service Form No. 3 (2008) and
submitted to the Secretary, Public Service Commission, P. O. Box 7080, Kampala to be
received not later than Friday 11th January 2013.
The application forms are obtainable from the Public Service Commission offices,
Farmers’ House, 2nd Floor, Kampala and Ministry/Department/Local Government
Headquarters.

Applications should bear the title of the post as well as the Reference Number specified
against the vacancy. Applicants should attach three (3) recent certified passport size
photographs.
Applicants should route their applications through their Heads of Department who must be
informed of the closing date to avoid delay. Applicants may, however, submit an advance
copy of the application to the Public Service Commission to enable it start processing
them. The words ‘Internal advert’ must be indicated on top of the first page of the
application form.
Applicants who shall not hear from the Public Service Commission, on completion of the
recruitment and selection exercise should consider themselves unsuccessful.
