Background

The United Nations in Uganda is already halfway in its implementation of its Development Assistance Framework (UNDAF). In line with the call to Delivering as One and with the principles of the Paris Declaration and the Accra Action Plan, the UNDAF results are aligned with the objectives of the National Development Plan of Uganda and aims to strengthen a more harmonized and coherent UN assistance in the country. The United Nations in Uganda recently undertook a mid-term review of the current UNDAF and management of the UN system, utilizing the principles provided by the UN Triennial Comprehensive Policy Review, the Paris Declaration and the Accra Agenda for Action and the UN Guidelines on One UN and Delivering as One (DaO). The conclusions of the review were straightforward: the UN is advancing towards building coherence, increasing effectiveness, relevance and sustainability and contributing to key national outcomes. However, more steps are needed to become a full pledged self-starter of Delivering as One; a request by the Government of Uganda and launched by the UN Country Team in October 2012. The UN proposes to advance the five Ones – One Programme, One Leader, One Office, One Budget, and One Voice. With the One Programme the UN hopes to improve coherence and in preparation for that, the UN Country Team (UNCT) in Uganda has undertake an Action Plan to deliver UNDAF results in the remaining period (2013-2014) of the current UNDAF cycle as One UN. This will be the basis and pilot for the One UN Programme for the next UNDAF cycle when the UN in Uganda will be in full DaO mode.
 Under the guidance of the Resident Coordinator and the direct supervision of the Coordination Specialist, the M&E Specialist will assist the UNCT in the development and implementation of a comprehensive mechanism for the monitoring and evaluation of the UN’s Development Assistance Framework in Uganda. This would entail the development and coordination of existing agency specific M&E capacities and resources, and working closely with the UN’s Thematic Working Groups to support and facilitate the M&E related aspects of the TWG’s work.

 The M&E Specialist will also need to establish an external network with National Counterparts including the Government, Civil Society, Academia and other institutions that are involved with Development related M&E. The primary purpose of this interaction is for learning and dissemination of information and to mobilize resources for activities such as surveys etc.

Duties and Responsibilities

Support the UNCT in the development and implementation of an UNDAF M&E Framework and the establishement of a  corresponding M&E system. Contribute  to the end of cycle reviews of UNDAF 2012-2014 and the development of the new UNDAF 2015-2019/One Programme.

    Undertake End of UNDAF 2010-2014 and UNDAF Action Plan Reviews;
    Development of an overall M&E Framework which will form an integral part of the UNDAF Document;
    Development of technically sound and clearly defined SMART indicators for each UNDAF Outcome;
    Development of the UNDAF Results Matrix;
    Development of evaluation tools and processes, innovative approaches in evaluation that meet the requirements of the UN DaO principles;
    Compilation of Periodic progress reviews of the UNDAF Results Matrix through the TWGs;
    Designing and undertaking periodic evaluations of progress vis-a-vis the stated UNDAF Outcomes and corresponding indicators.

Assist the Joint UN Team (JUNT) on M&E and the Programme Management Team (PMT) in the monitoring, management and implementation of UNDAF processes and in coordinating the M&E of UN Joint Programmes.

    Serve as UNRCO focal point/ secretariat in JUNT M&E and with the government’s M&E TWG;
    Revitalize work of JUNT M&E with clear TOR and membership;
    Keep track of UNDAF M&E activities, studies, surveys and other M&E-related products;
    Promotion of evaluation standards, quality assurance/control and other global, regional and national M&E principles;
    Provision of feedback into policy/project/programme design, including comments on various documents;
    Surveys designed and undertaken for the collection of required data if not available from existing sources;
    Advisory assistance provided in the design and implementation of regular agency M&E activities.

 Direct responsibility and accountability for the management, enhancement and oversight of the UN in Uganda Data Bank and responsibility for appropriate tools and activities for data collection, integration and dissemination (DevInfo, EMIS etc).

    Manage and enhance the current UN Uganda Data Bank (DevInfo, eMIS etc) towards an effective One UN RBM M&E System;
    Technical support to joint programmes for the implementation of the joint programme electronic Management Information System (JP eMIS) in the Data Bank;
    Coordinate and support reporting of UN agencies and joint programmes in the Data Bank.

 Knowledge building and knowledge sharing on monitoring and evaluation, including resource mobilization

    Contribute to capacity development to enhance the enabling environment; orient and train UN programme staff in understanding and applying results-oriented monitoring & evaluation policies, tools & methods;
    Identification and formulation of lessons learned from evaluations and studies to be integrated into broader UN in Uganda knowledge management;
    Facilitate UN joint programmes’ application of best practices & advocate UNDP successful experiences in results-based monitoring & evaluation as well as substantive areas of expertise through global knowledge networks;
    Collaboration and coordination with other UN agencies, government agencies, NGOs, and other organizations on monitoring and evaluation issues;
    Participation in evaluation community remaining abreast of latest development and professional norms, standards, tools and methodologies;
    Support resource mobilization efforts, especially for activities such as surveys etc.

Required Skills and Experience
Education:

    Master’s degree in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.

Experience:

    5 years of post Master’s relevant experience at the national and/or international level in monitoring and evaluation, including hands-on experience in design, monitoring and evaluation of development projects and establishing relationships among partners;
    Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language Requirements:

    Fluency in English is essential.
