Job Objectives:

Objective 1: General management of the nutrition activities in Karamoja

Treatment:

Ensure the support and the supervision by ACF of the Therapeutic nutrition program in Moroto and Napak districts and those of additional areas covered when necessary. The program includes therapeutic units within the districts hospitals and 35 Health facilities (to be expanded with 16 additional 16 health facilities).

Provide technical support to the hospital staff in the ITC and to the health facilities staffs for the running of the OTP activities.

Provide formal training session to DDHS staff on the management of acute malnutrition whenever necessary, including refresher training.

Provide provision of staff during a short term period, equipment, and drugs as necessary

Ensure communication and coordination between the OTP and the ITC nutrition centres in the frame of a CMAM/IMAM approach.

Community approach:

Ensure community mobilization activities that select and train community volunteers in the detection and referral of malnutrition and implementation of health promotion activities in both districts.

Provide technical support to the community volunteers and provide training to VHTs on nutrition component in coordination with DHE/DHO office.

Ensure and implement Integrated Community Based Prevention program in both districts

Health promotion:

Develop and revise nutrition education materials at both centers and communities level.

Ensure the development of community sensitization activities, design and implementation of health promotion activities, trainings for both communities and health facilities

Ensure ongoing nutrition/health education training for the local staff (office and field based)

Capacity Building:

Conducts formal training session for DDHS office and health facilities staff in both districts and for NGO partners in all aspects of the management of acute malnutrition

Ensures support to the DDHS office staff in supervision of the nutrition programs, reporting, management of orders and supplies.

Objective 2: Coordination

Ensures at least weekly communication with the CMN for program update

Follows up program budget with the administration department and prepares monthly cash forecasts

Ensures timely 3-months logistics order in respect with the procedures and follows up the supplies and orders with the logistics department.

Coordinates on a regular basis with the other technical departments of ACF

Coordinates with the health and nutrition authorities at district level. At least one meeting should be ensured per month with the DDHS, and any time necessary.

Participates to the monthly nutrition cluster meeting at district level

Coordinates with the other nutritional NGOs, UNICEF, DHOs and WFP at district level. Calls for specific meeting when necessary.

Keep update on the evolution of the health and nutrition situation in all the districts of Karamoja, and on the evolution of the humanitarian responses in the areas

Prepares and implements ad hoc assessments when necessary.

Objective 3: Management of Human resources

Recruits and trains program staff with the support of the Head of Base for the running of the nutrition activities in both districts.

Proposes training to the nutrition staff whenever necessary and relevant and coach/training ACF staff

Manages the program staff in order to ensure the smooth running of nutrition programs, in respect with all HR procedures

Ensures at least two evaluations per year for each staff of the nutrition department.

In collaboration with the HR department, ensures the support to the field teams for all matters concerning human resources for the nutrition department.

Proposes adjustments in the organization for the nutrition department in Karamoja according to the needs

Objective 4: Supply Pipeline

Oversees the partnership with the organizations in charge of the supplies (drugs from UNICEF, AVSI / food from WFP), facilitate timely renewal of the MoU's between DHO and these partners and timely orders of products. Coordinates with the logistics department/DHO for the management of Plumpy nut supplies from UNICEF

Ensure regular communication with the logistics department for local and national orders, and timely logistics orders submitted to the logistics department. Orders should be combined for all nutrition programs in the region and prepared for three months as much as possible.

Objective 5: Reporting

Is responsible for the elaboration, in partnership with the CMN, of the nutrition program donor reports (proposal, quarterly, final reports), with respect of the formats and deadlines.

Prepares monthly activity reports (compilation of the activities on the base(s) and activity report) with a qualitative look at the programs (sent to CMN). Internal reports should include the activity progress report in respect with the mission format. Monthly reports should also integrate all indicators to be reported to donors.

Finalizes the monthly activities reports presented to the medical authorities (DDHS) and ensures validation by the CMN before dissemination.

Validates all documents and reports before dissemination to partners, including supplies orders ad hoc assessment reports, etc.

Objective 6: Representation

Represents ACF programs in nutrition/health coordination meetings in Karamoja. The Nutrition PM should be known by all the main actors at regional level (MoH, UNICEF, WFP, NGO's) even when there is no direct partnership with them. The definition of the main actors to communicate with will be done with the Head of base/Region and CMN.

Represents ACF nutrition programs when and if necessary vis-a-vis donors during their field visits. Such representation will be discussed the CD whenever necessary and with the CMN and Head of Base/Region.

Qualifications:

Education / Specific Degrees / Special Skills :

Necessary experience of emergency nutrition programs at Program Manager level or above.

Minimum Bachelor in medical sciences Masters Degree considered.

Significant experience in humanitarian and recovery project management.

Excellent human resource management skills.

Advanced knowledge of donors' guidelines/procedures in humanitarian and recovery settings.

Experienced in working with private funding and foundations.

Excellent organizational, leadership and motivation/training skills.

Must be disciplined and able to work autonomously and arrive at decisions and conclusions with minimal guidance.

The person must be able to set own deadlines and meet them consistently.

Fluent in English (professional English required).
