BACKGROUND
Montrose plans to undertake a rapid Health Impact Assessment (HIA) concerning extractive industry activities in Western Uganda. The HIA will not include large-scale collection of new data but will include key informant interviews and focus group discussions with community members as well as stakeholder discussion and analysis and desk reviews of existing data. The HIA will be based on OGP and IPIECA guidelines. It will examine the specific health areas of: communicable diseases, non-communicable diseases, accidents and injuries, nutrition and psychological health and in doing-so consider holistic areas influencing health: poverty, living conditions, livelihoods and health system functionality.
The HIA will be conducted by an experienced international team of three people, we are currently recruiting for two of these positions one of whom must be Ugandan. The consultants will work together to plan, implement and report on a structured, rapid HIA based on OGP and IPIECA guidelines (www.hiaconnect.edu.au/files/HIA_in_OG.pdf).
ROLES AND RESPONSIBILITIES
Plan, in detail, the HIA process (this plan will then be approved by the client)
Develop the required tools (or modify from existing tools)
Prepare for, plan and lead stakeholder discussions and workshops
Lead key informant interviews and focus group discussions with community members
Compile and analyse results of key informant interviews and focus group discussions
Liaise with local authorities as appropriate
Work closely with the rest of the team to collate and review existing data on health status and needs in Western Uganda
Work closely with the rest of the HIA team to compile the HIA report and recommendations
Take part in a verbal presentation of the HIA as requested
Adhere to ethics and health and safety protocols
Act as a positive representative of Montrose at all times, promptly reporting any potential issues of concern arising with communities or other stakeholders.
REQUIREMENTS
Minimum 5 years of relevant experience
Experience in heath impact assessments (particularly for the oil and gas industry)
Masters degree minimum qualification
Experience of working in the Africa setting
Fluent in English
One of the consultants hired will be Ugandan
DURATION
6-8 weeks desk and field based
