Key Expected Results

1. You will provide technical support to government and non-government organizations at the national, regional and provincial levels in the planning, development and implementation of the WASH programmes/projects priorities, focussing on scaling-up of cost-effective interventions. Plan, organize and conduct training and orientation activities for government personnel and beneficiaries, for the purpose of capacity building at the central and regional levels, and oversee expansion of coverage of WASH services. Provide support for implementation of WASH programmes in conflict affected districts.

2. You will participate with UNICEF/government/and other partners in the development of strategies, methodologies and identification and implementation of WASH innovations for improving programme delivery and functionality and use of existing WASH facilities, with emphasis on advocacy, community participation and social mobilization.

3. You will undertake field visits, and surveys in order to monitor and evaluate project implementation giving priority to conflict and post conflict districts including the Karamoja region. Identify problems and propose remedial action. Identify alternative courses of action, to accelerate/improve programme delivery.

4. You will coordinate activities and exchange information/ideas with ALIVE, LEARNING and SAFE Country programme components and actively contribute to achievement of overall country programme objectives. Participate in establishing effective monitoring, information and reporting systems, and in the development of communication materials and strategies to support advocacy and community participation.

5. Undertake continuous assessment and analysis of the water and environmental sanitation situation in Uganda, from a human rights perspective and the rights of children and women in particular, to update the situation analysis and enable the Country Programme to initiate and influence sectoral policies and guidelines.

Qualifications of Successful Candidate

Advanced University degree in, Public Health, Civil Engineering and Social Science or related field.

Eight years of progressively responsible professional work experience in Water Supply, Hygiene and Behaviour Change, social policy analysis, programme planning, programme management and staff supervision in WASH or related sectors with emphasis in strategic planning and implementation, including coordination and Humanitarian WASH support.

Fluency in English and another UN language. Knowledge of local language of the duty station an asset.
