We are seeking an ambitious and dynamic individual for the position of monitoring and evaluation officer for the pioneer integrated malaria control project in four districts in the Western region of Uganda, namely Buliisa, Hoima, Kiboga and Kibaale. The project, funded by Comic Relief and which started in May 2009, spans a four year period and is aiming to demonstrate a reduction in malaria morbidity and mortality. It has a comprehensive monitoring and evaluation component to support the assessment of impact and to document learning from integrated malaria control programmes at district level. This will, in turn, inform the wider scale up of interventions and advocacy at all levels. The position is based in Hoima with 60% travel to the field.
The successful candidate would
Assist with implementing a comprehensive project monitoring and evaluation system to include entomological surveillance, household level impact surveys, health facility assessments, knowledge attitude and practice studies, routine HMIS data collection, case studies, stakeholder and partner consultations, as well as the conduct of a range of operational research studies
Participate in the design of data collection protocols and tools; train and supervise staff for survey implementation; oversee data management and participate in analysis and reporting.
Act as the project's focal point for all data; including compiling project activity reports and data on a monthly basis and submitting to the Project Coordinator Ensure effective and collaborative relationships with all project partners and that complimentary approaches are established with other projects with similar geographical locations or technical approaches
Participate in relevant meetings, presenting project results and experiences as required
Provide effective support to all Comic Relief visits relating to both project planning, delivery and review, and for the purposes of Comic Relief fundraising and marketing
Technical support to other Malaria Consortium Uganda projects as required
Person Specification
A Degree/ postgraduate qualification in M&E, public health, or related discipline
Minimum of 3 years experience working in public health in developing countries within government, an international organization or research institution
Experience in communicable disease control/malaria control
Significant experience in survey and study implementation
Significant experience and training in M&E design, tools and methodologies
Experience with qualitative data collection and analysis desirable
Excellent writing and presentation skills
Computer skills
Comfortable using EpiData, STATA and other statistical analysis packages
Willingness to travel to project sites in the Western region
