Job Title: District Engineer

AGE LIMIT: 28 years and above
Reports to: Chief Administrative Officer

Main Purpose: To coordinate, manage all techni¬cal works in the District including construction and maintenance of roads, buildings, water works and bridges and to ensure provision of effective repair services to Motor vehicles and machinery.

DUTIES:
• Planning and guiding the designing of the tech¬nical works in the District.
• Advising on the adequacy of safety measures at construction sites.
• Proving engineering works advisory services to both District management and the community.
• Supervising all engineering works in the District to ensure qualitative work.
• Developing and maintaining a proper Road network including feeder roads.
• Acquiring, distributing and maintaining of building plants, heavy vehicles and other infrastructure promptly.
• Approving buildings and other structural plans appropriately.
• Initiating policies and plans on shelter and settlement management and development as well as providing technical guidance structures to approved standards.
• Developing and maintaining proper water and sanitation systems and facilities.
Minimum qualifications
• An honors Bachelors of Social science degree in civil engineering from a recognized university or Institution plus a Job Title-graduate qualification in Civil Engineering.
• Should have 9 years of experience in civil engineering two of which should have been at head of section level,
• Should be a registered Engineer,
• Should have management, interpersonal communication and leadership skills and able to coach and develop subordinates


Job Title: Assistant Engineering Officer (Mechanical)

SALARY SCALE: U5
AGE LIMIT: 28 Years and above
REPORTS TO: Mechanical Engineer

MAIN PURPOSE: To co-ordinate and supervise the execution of all mechanical programmes within the station.

MINIMUM QUALIFICATIONS:
• 'A' Level and Diploma in Mechanical Engineering
• Supervisory, management, organization and coordination, report writing, planning and prioritizing skills.
• 1 year of industrial experience as Assistant En¬gineering Officer Gr. II providing wide exposure to the mechanical problems of a variety of construction equipment and vehicles.
• Incumbent should have served as an Electrical Engineer for 3 years.

DUTIES:
• Supervising the repaired and maintenance of vehicles, plants and workshop equipment at the station, ensuring that they are all done to the manufacturers recommended standards.
• Controlling and ensuring proper use and car the mechanical equipment in the station
• Liaising with the procurement staff in the purchasing of emergency supplies by conducting market research arid advising on the best value
• Ensuring that the correct spare parts, tools, oils and lubricants are available for timely repair and maintenance of vehicle machinery.
• Ensuring that periodic preventive maintenance and repair work is carried out on the equipment,
• Preparing annual work plans for all mechanical repair and maintenance programmes.
• Preparing monthly reports on the status of the hide/machinery and requirements for tools and supplies for repair needs.
• Carrying out a quarterly review of progress annual plans.

Job Title: Machine Operator
REF: V/KDLG/3/2010
SALARY SCALE: U8
AGE LIMIT: 28 Years and above
REPORTS TO: Engineering Assistant (Mechanical)

MAIN PURPOSE: To service and maintain Council machines and plants.

MINIMUM QUALIFICATIONS;
• '0' level certificate with Motor Vehicle Machines Certificate,

DUTIES:
• Controlling, directing and regulating machines during operations
• Carrying out minor repairs and maintenance.
• Keeping the heavy plant clean and tidy.






Job Title: District Production Officer
REF: V/KDLG/4/2010

AGE LIMIT: 28 Years and above
REPORTS TO: Chief Administrative Officer

RESPONSIBLE FOR:
• Principal Agricultural Officer
• Principal Veterinary Officer
• Principal Fisheries Officer
• Principal Commercial Officer
• Senior Entomologist

MAIN PURPOSE: To coordinate, manage and mon¬itor the production sector programmes and activities in the District, and ensure adequate and high quality service delivery

MINIMUM QUALIFICATIONS;
• An Honours Bachelor of Science Degree in Fisheries Development or Crop Husbandry or Veterinary Science plus a Job Titlegraduate qualification in Management or Public Administration from a recognized Institution.
• At least 9 years of experience in field operations of which three should be at a managerial level.
• Should have communication, mobilization and team work, leadership and managerial skills.
• Should hare interpersonal skills and capable of coaching and developing subordinates.

DUTIES:
• Ensuring the implementation of Government production policies, regulations and programm
• Coordinating the formulation and development of the production strategic action plan and to monitoring its effective implementation.
• Facilitating and ensuring the delivery of farming production marketing extension services of producers in the District,
• Guiding and advising the District Council mem¬bers on production issues and programmes
• Ensuring the detection and control of pests, vermin and animal epidemics in the District.
• Identifying, procuring and disseminating appropriate production technologies to the District producers,
• Identifying market potentials and advising the producers appropriately.
• Ensuring proper management of production facilities in the District through inspection, repairs and redevelopment.
• Providing farmers with technical advice on the use of chemicals and pesticides.
• Collecting, compiling and analyzing data o production issues and disseminating it to en users.

Job Title: Assistant District Health Officer (Environmental Health)
REF: V/KDLG/8/2010
SALARY SCALE: U2
AGE LIMIT: 28 Years and above.
REPORTS TO: District Health Officer
RESPONSIBLE FOR: Principal Health Inspector / Senior environmental Officer

MAIN PURPOSE: To assist the DHO in ensuring effective, efficient and affordable delivery of health services for the well-being of the population of the
District and ensure quality assurance in all Health Institutions in the District.

MINIMUM QUALIFICATIONS:
(i) Professional Technical Qualifications
• Must have a Bachelors degree in Environmental Health Science from a recognized Institution
• Diploma in Health Services Management o Management from a recognized Institution.
•Masters degree in Environmental Health Sci¬ence, Public Health or Public Administration and Management is an added advantage
• Must be registered with the Allied Health Profes¬sionals Council, (ii) Other Qualifications Should have the following competences:
• Demonstrable interpersonal and communication skills.
• Team building skills
• Report writing skills.
(iii) Experience
Should have a working experience of at feast six (6) years as a Health Worker, three (3) of which should be in a Management position.

DUTIES:
• Participation in planning-, directing, coordinating, budgeting, monitoring and evaluating the deliv¬ery of health services in the district.
• Managing and accounting for allocated resource
• Ensuring implementation of national Health Policy.
• Liaising with stakeholders for efficient delivery of health services.
• Implementing the Uganda National Minimum Health Care Package (UNHCP).

MAIN PURPOSE: To collect, analyze process, store and relieve data on health.

MINIMUM QUALIFICATIONS:
• Must have a degree in Biostatistics or its equivalent from a recognized institution.

• Planning, budgeting, managing, coordinating, monitoring and evaluating nutritional programmes in the hospital.

Job Title: Senior Health Inspector

RESPONSIBLE FOR: Health Inspector.

MAIN PURPOSE: To prevent disease and promote health through surveillance and
Management of Environmental Health practices and in management of the unit.

MINIMUM QUALIFICATIONS:
• Must have a Diploma in Environmental Health Science or its equivalent from a recognized institution.
• Must be registered with the Allied Health Professionals Council.
• Must have served for three (3) years as a Health Worker.

DUTIES:
• Inspecting homesteads for hygiene and environmental sanitation,
• Inspecting refuse collection and disposal.
• Enforcing Public Act Regulations and by-laws and Health Preventive measures
•Participating in planning, directing, budgeting, coordinating, monitoring and evaluations for environmental Health programmes.

MAIN PURPOSE:
To prevent diseases by ensuring that Public Health Rules and Regulations are adhered to by the community

MINIMUM QUALIFICATIONS:
•Must have a Diploma in Environmental Health Science or its equivalent from a recognized Institution.
•Must be registered with the Allied Health Professional Council,

DUTIES:
•Carrying out health inspection of domestic, public and commercial premises.
•Supervising refuse collection and disposal.
• Carrying out disease surveillance Sensitizing community on Public Health Preventive measures and Public Health Act, Regulations and By-laws. Managing and accounting for allocated resources
• Identifying and protection of Natural Water Participating in research activities




Job Title: Senior Clinical Officer

RESPONSIBLE FOR: Inspector, Cold Chain Technician

Job Title: Enrolled Midwives

SALARY SCALE: U7
AGE LIMIT 25 Years and above
REPORTS TO: Senior Enrolled Midwife
RESPONSIBLE FOR; Nursing Assistant
MAIN PURPOSE: To provide midwifery nursing services and public health interventions to patients and the Community.

MINIMUM QUALIFICATIONS;
• Must have Enrolled Midwife Certificate or its equivalent from a recognized Institution,
• Must be registered with the Nurses and Mid-wives council

Duties
• Receiving patients, registering admissions, discharges and deaths.
• Carrying out antenatal care with emphasis on identifying high risk cases and refers them to hospital.
• Providing care during labour with emphasis on keeping proper records, use of drugs and prevention of complications to mother and baby.
• Providing care during puerperium with emphasis on prevention of infection and ensure successful breastfeeding.
• Participating in bedside nursing procedures as members of the caring team.
• Participating in Doctors/Clinical Offices ward rounds.
• Prepare patients for meals and participating in serving them.
• Keeping patients comfortable and ensure health environment



Job Title; Registrar of Titles

SALARY SCALE: U4
AGE LIMIT: 28 Years and above
REPORTS TO: Senior Lands Officer

MAIN PURPOSE: To register Titles and other legal documents related to land.

MINIMUM QUALIFICATIONS:
• An Honours Degree in Law and Diploma in legal practice from a recognized University/Institu¬tion.
• Should have negotiating and judgment skills.

DUTIES:
• Preparing tease documents
• Registering lease documents
• Issuing titles
• Keeping custody certificates of titles.
• Investigating and dispose of land disputes.
