Job title: Finance Director

Since its foundation in 1993, Hospice Africa Uganda has promoted modern methods of pain and symptom control as well as “whole-person” care for patients living with cancer and HIV/AIDS. It strives to uphold excellent clinical standards, as well as providing quality education courses and advocacy activities to promote spread of palliative care.

As Finance Director you will be responsible for strategically focus on providing financial expertise so as to align the utilization of both physical & non physical resources to support Hospice Africa Uganda's overall strategy of provision of palliative care and education to the patients & family so as to ensure expansion and continuity.
Key Responsibilities
Serving as a member of the Senior Management Team and Head of Department, specifically;

  • Strategic Management:
  • Corporate Strategy
  • Contribute to the development of HAU's corporate strategy to ensure the attainment and delivery of HAU plans and objectives.
  • Contribute to the development of strategies and guidelines to raise funds so as to maintain, and if necessary, expand a system which will absorb expansion of the Hospice service and is applicable to other Hospice settings in Africa
  • Financial Risk Management
  • Lead on the management of financial risk at a strategic level by assigning roles & responsibilities
  • Identifying opportunities and any risks associated with them
  • Ensuring reviews take place
  • Financial information, guidance and reporting
  • Provide information and advice on financial management, financial control and procedures to the HAU Board, Directors, donors and staff to ensure that HAU's mission and financial and administrative objectives are met
  • Participate in planning for future needs and incorporate them into budgets and funding applications
Organizational Compliance
  • Ensure that HAU meets its financial and legal obligations
  • Technical Support:
Financial and Administrative Policies and Procedures
  • Develop and maintain appropriate financial and administrative procedures for the effective and efficient functioning of all HAU programmes and activities
  • Review on a periodic basis the financial and administrative policies and procedures in line with strategic plans and standards
Internal and External Audit programmes
  • Develop, control and implement a program of internal & external audit to ensure that HAU's operations are carried out efficiently and with probity
  • Follow up on the implementation of the agreed audit recommendations
Financial information, guidance and reporting
  • Set up a financial management reporting structure
  • Monitor and control the departmental financial performance while taking action to manage exceptions
  • Review all HAU Financial reports
  • Prepare the HAU Finance and Administration annual report
  • Prepare the HAU Board Finance report
  • Review the HAU Annual Financial Statements
Stakeholder Liaison
  • Represent HAU in stakeholder meetings on financial aspects both internally and externally and give feedback to the relevant persons
Receipts and Payments
  • Acknowledge donor funds direct transfers and donations
  • Approve payment transactions as set out in the HAU Finance policy manual
  • Authorize staff payroll payments
Supervision and Support
  • Guide and facilitate the HAU Finance team
  • Ensure that all Bank Reconciliation statements are reviewed and approved by the relevant authority
Contracts Management
  • Negotiate, control and monitor all financial contracts to ensure provision of professional, cost-effective and quality services that provide optimum value to HAU
Planning and Budgeting
  • Spearhead the planning, coordinating, monitoring and reviewing of HAU annual budgets in order to guarantee financial sufficiency within established criteria and timescales using the appropriate policy & processes.
  • Guide and support HAU Departmental heads in preparation of their budgets
  • Prepare donor funding application budgets and align HAU annual budget with appropriate donors
  • Prepare the HAU annual budget and present it to the HAU Board for approval
  • Develop a budget monitoring, control and review system including actions to manage exceptions
Procurement
  • Develop, control and monitor the HAU procurement processes and systems
  • Monitor and review capital projects expenditures
Human Resources Management and Development:
  • Develop, direct and control a strong competent team in the Finance Department and ensure that they are appropriately motivated, trained and carry out their responsibilities to required standards so as to efficiently achieve HAU's objectives specifically to
  • Identifying learning and development needs of the department and deliver these trainings especially training of the staff in simple accounting methods and the accounting system in Kampala, Mbarara, Hoima and any other projects supported by Hospice Africa Uganda
  • Participate in the recruitment and induction of the department staff in accordance with HAU laid down procedures.
  • Coaching and mentoring the staff of the department.
  • Supporting, supervising and reviewing performance of the Departmental staff by arranging and conducting Individual Performance reviews of Finance team with the HRM
  • Together with the HRM, plan, implement and evaluate in service training for staff.
Educational Background
  • Degree in Finance or Accounting (preferably BBA,B.com)

  • At least 5 years documented working experience in a similar position with NGOs in a developing world.
