Job Title: Data Operations Manager – Research.

Educational Requirements and Professional Experience:
-         Bachelors Degree in Statistics , Computer Science or related field is required.
-         Masters Degree in Biostatistics/Epidemiology/Public Health is an added advantage.
-         At least 5 years progressive experience in clinical research data management.
-         1-2 years Project Management experience.
-         1-2 years staff supervisory experience.


Technical Knowledge, Abilities and Skills:
-         Relational database management knowledge, preferably SQL Sever, ACCESS and Oracle and strong computer programming experiences (SAS, C-based or other)
-         Knowledge of computer programs normally used for data capture, retrieval and analysis, such as SAS, STAT or DataFax.
-         UNIX or LINUX experience is an advantage.
-         Strong computer skills, including word processing, spreadsheets and  presentation packages and email/internet fluency.
-         Ability to develop project budgets.
-         Setail oriented with strong organizational skills.
-         Knowledge of HIV/AIDS or other infectious diseases is an advantage.
-         Strong verbal and written communication skills.

Responsibilities:
-         Develop departmental standards and documentation, such as job descriptions, departmental training records, roles/responsibilities and staffing assignments and performance review procedures.
-         Oversee a team of data management personnel within the DataFax operation, including hiring and training of new staff, and direct line-management.
-         Develop and manage budgets for all departmental projects/contracts and ensure optimal cost recovery for all ongoing projects.
-         Communicate closely with the HOD- Research regarding departmental  staffing, operations and equipment needs.
    -         Develop and review data management and study-specific documentation such as; forms                 of Data Management  Plans, Standard Operating Procedures (SOPs) and Work Practice             Guidelines (WPGs)
-         Establish departmental procedures and documentation or software/system and study database validation and tesing.
-         Develop quality assurance systems and documentation that will ensure accurate, timely consistent and highest quality data.
-         Manages all aspects of access control, permissions, user privileges to the DataFax server.
-         Conducts periodic maintenance tasks as specified by NIH IT support team.
-         Communicates closely with NIH IT support team to ensure the ongoing operational efficiency of the DataFax system.
-         Support strategic planning for IDI Research Department operations.
-         Maintain close communication with the HOD-Research and other key personnel.
-         Communication with and development of current and potential Sponsor and Funder relationships.
-         Ensure that all 21 CFR part 11 guidelines are followed where applicable.
-         Ensure that GCP guidelines are followed where applicable.

Job Title:  Data Reviewer

Educational Requirements:
-         University Degree.
-         Computer literacy.
-         2 years in electronic data entry.
-         A good understanding of HIV/AIDS related issues.

Knowledge, Skills and Abilities:
-         Knowledge of medical terminology.
-         Speed and accuracy at basic computer keyboard manipulation.
-         Demonstrated ability to work in a team.
-         Good communication skills.
-         Flexibility to work long hours.

Responsibilities:
-         Provide clerical and data management assistance.
-         Review data for accuracy, consistency and completeness, identifying errors and generation QC notes where necessary
-         Participate whenever requested to do clinic research studies and supported project activities as required.
-         Create hard copy files for all the registered new patients as well as ensuring proper filing of the hard copy CRFs.
-         Participate in analysis, interpretation and reporting of data collected where required.

Job Title:  IT Manager.

Principal Accountabilities:
-         Control and enhance operations of the IDI computing infrastructure and maintain IT systems such as to minimize IT service downtime.
-         Administration and management of IT systems e.g. Databases, shared storage, Email etc.
-         Relationship management with Information Services Head of Department, Information Services section managers, external vendors, partner institutions and general IDI users.
-         Management and supervision of the IT staff to ensure that the section is adequately staffed and the team is equipped with the necessary skills.
-         Implement and monitor information security controls.

Qualifications and Experience:
-         A Masters Degree in Computer Science, Information Technology, Information Security or related computing discipline.
-         At least 6 years related work experience and a solid background in IT infrastructure operations, computer network administration and service delivery.
-         Managerial and leadership experience with ability to mentor and guide other technical staff and successfully manage the working of an IT team.
-         Technical certifications e.g. CCNA, MCSE, Project Management are an advantage.

Knowledge, Abilities and Skills.
-         Skills in examining and re-engineering IT operations and procedures to meet changing needs.
-         Strong technical skills with Windows (XO, Exchange, Server 2003/7, SQL Server)
-         proven experience with managing the development, maintenance and operations of IT systems (Windows based) and with defining system.
-         Must have excellent interpersonal skills, customer service approach and posses a professional, confident and empathetic manner. 
-         Familiarity with IT operations in clinical environment is preferable.
-         Security policies and standards e.g. BS7799.
-         Security related certificates e.g. CISSP, CISA are a distinct advantage.
-         Self starter, showing an ability to work with own initiative.
